About this file
This document outlines the evaluation factors and award criteria for a federal contract solicitation for commercial products and services. The Government will evaluate proposals based on two primary factors: Technical Capability and Price. The technical evaluation will determine whether proposals meet all requirements specified in the solicitation and attached performance work statement. Price will be evaluated for reasonableness using price analysis techniques outlined in FAR 15.404-1, with award going to the responsible Offeror whose conforming offer is most advantageous to the Government when price and other factors are considered.
For solicitations that include options, the Government will evaluate offers by adding the total price for all options to the base requirement price to determine overall value. The Government may reject offers if option prices are significantly unbalanced, though evaluation of options does not obligate the Government to exercise them. Award will be made through written notice to the successful Offeror within the specified acceptance timeframe, creating a binding contract without further action required. The Government may accept offers before the specified expiration time unless a written notice of withdrawal is received prior to award. The solicitation incorporates FAR clause 52.212-2 with a deviation dated February 2026 (Deviation 2026-O0038) and references FAR clauses 52.217-5, 52.217-8, and 52.217-9 regarding option evaluation and extension procedures.
