About this file
This is a Questions and Answers document for federal contract opportunity HS002126QE023 addressing clarifications on fingerprint digitization and background check submission services.
The solicitation requires a vendor to digitize hardcopy fingerprint cards received from the Defense Counterintelligence and Security Agency (DCSA) and electronically transmit the fingerprints and associated Personally Identifiable Information to the Michigan state repository for state-only Criminal History Record Information (CHRI) background checks. The estimated annual submission volumes range up to a maximum of 430 fingerprint submissions to Michigan in 2030, with no FBI submissions involved as DCSA maintains a direct connection with the FBI. Work performance must occur at the vendor's facility upon receipt of the fingerprint cards. The clarifications provided resolve ambiguities in the original solicitation regarding the scope of services (state-only versus FBI submissions), the vendor's specific responsibilities in the digitization and transmission process, and the location of performance.

Attachment 0003 - HS002126QE023 Q&A
1. What are the volume numbers that you are looking for? According to the spreadsheet, it appears that there is a very specific quantity requested for each year, with the maximum of 430 in 2030. Are these actual numbers of background checks/fingerprint cards that you want to submit to the FBI?
a. Answer: The volumes on the spreadsheet are the yearly estimated maximum amounts of fingerprint submissions to the state of Michigan only (no submissions to the FBI).
2. Are you wanting your selected vendor to do the channeling to the FBI or do you want the vendor to digitize the fingerprint from DCSA cards sent to us, and send the digitized file to MI so MI can run the background checks (CHRI)?
a. Answer: The selected vendor will be responsible for digitizing the hardcopy fingerprint cards from DCSA and electronically transmitting the prints and associated Personally Identifiable Information (PII) to the Michigan state repository for a state-only background check (CHRI). DCSA has a direct connection with the FBI, therefore no part of the process will involve the FBI.
3. Can you tell us what the place of performance and hours will be? This is a very low number of submissions, so hours were confusing for doing this type of project.
Location:
• It lists says DCSA On-site working conditions 1.6.3 and 1.6.3.1
• Yet 1.6.5 states it will be done at the contractor’s facility so that is not clear.
a. Answer: Work is to be performed at the vendor’s facility upon receipt.
