This solicitation requests proposals to upgrade the fire and safety system at the McAllen International Airport air traffic control tower in McAllen, Texas. The Federal Aviation Administration seeks a firm-fixed price contract to provide labor, materials, and equipment for replacing the existing system with a new fire alarm, detection, and suppression system. Proposals must address technical approach, past performance demonstrated on similar electrical, fire safety, and mechanical projects, and fully burdened pricing. Proposals are due September 12, 2022. Questions are due by August 30, 2022.

This is a total small business set-aside opportunity with an anticipated award value between $250,000 to $500,000 to be performed in McAllen, Texas. NAICS code 238210 and PSC code R499 apply. An optional site visit was held on August 23, 2022. Offerors must have a current SAM registration and submit a proposal in accordance with Sections L and M, including a completed past performance questionnaire or final Contractor Performance Assessment Reporting System report from the last five years.

This SIR/RFP is posted in accordance with FAA Acquisition Management Policy, Section 3.2.1.3.11 Public Announcements. Review all attachments pertaining to this solicitation prior to submitting a proposal. This announcement is not intended to guarantee procurement of the services, and must not be construed as a commitment by the Government to enter into a contract.The Government is not liable for costs associated with the preparation submittal of inquiries or responses for this announcement and will not reimburse any firm for cost incurred in responding to this public announcement.

All questions regarding the SIR must be submitted in writing to BOTH Mr. Robert Higgins at robert.higgins@faa.gov and Mr. Sam Culberth at sam.g.culberth@faa.gov. All questions must be received no later than August 30, 2022 at 1600 ET.
