MFE Fire and Life Safety Upgrade

6 September 2022
Specification 28 31 00 – Fire Detection and Alarm System
1. Part 1 – General
a. 1.1 Scope
i. Item A-General – Paragraph 3 - “The contractor must connect the new fire alarm system to the existing Airport Fire alarm system to ensure fire alarms in either area are communicated to the other.”
QUESTION # 1: In our attempt to provide a competitive cost proposal, will the owner provide more specific details for the type of “connection” to the existing Airport Fire
Alarm System?
The contractor is not going to be required to tie the existing system into the airport fire alarm system. Paragraph 3 can be omitted.
QUESTION #2: If the owner is attempting to provide a network connection between the new ATCT fire panel and the airport fire system, will the owner provide the Manufacturer and Model Number of the Airport System? (network connection would require the new
ACTC fire panel to be of the same Manufacturer as the existing Airport Fire System and limit the contractor bids to only one brand of fire system).
QUESTION #3: If the owner is requesting relay output connections between the ACTC fire panel and the Airport fire system, will the owner confirm that the existing Airport Fire
System is currently monitoring relay outputs from the existing ATCT fire system with wire/conduit existing between the ACTC fire panel and the Airport fire system – AND – the existing Airport fire system is currently providing relay outputs connected to the existing
ACTC fire system with wire/conduit existing?
QUESTION #4: If the contractor is required to install new conduit and wire connections from the new ACTC fire panel and the existing Airport fire panel, will the owner provide conduit length between the panels?
b. 1.3 Quality Assurance
i. Item A-Codes, Standards, Ordinances and Permits – “The Contractor shall be responsible for filing of all documents, paying all fees (including, but not limited to plan checking and permit) and securing all permits, inspections and approvals necessary for conducting this work.”
QUESTION #5: Will the owner advise what fees and the amounts for each that will apply to this project?
There are no permits or fees required for this project. The FAA is the AHJ.
c. 1.5 Submittals
i. Item G-Installation Phasing Plan or (Transition Plan) – see Division 1 – “Special attention shall be made to the use of existing raceway for new wiring (after approval of the RE), while maintaining existing wiring currently in service.”
QUESTION #6: Is the intent of the owner to allow pulling new wire in the existing fire alarm conduits while the existing fire alarm system is still in operation?
Yes. The intent is to reuse existing wire and conduit from the existing system. However new wire may need to be pulled where new devices or relocation are required.
ii. Item M.4-Contractor Record Drawings (As-Builts) – “Provide draft and final contract record drawings on CD-ROM in Microstation or Microstation compatible format.”
QUESTION #7: Will the owner provide AutoCAD files to the successful contractor?
Yes, AutoCAD versions of the drawings can be provided
d. 1.9 Special Tools – Item 1 – “Where the following components are used, the Contractor shall provide one (1) of each. These include but are not limited to:
i. a. Smoke/heat detector testers and other diagnostic equipment required to test the installed system. Where more than a 6 ft. ladder is required to test smoke/heat detectors, a listed smoke/heat detector tester and extension pole shall be provided to accommodate reach. Calibrated smoke release features are not required, where the control panel automatically tests smoke detector sensitivity.
QUESTION #8: Does this project have any areas where smoke detectors will be installed that will require more than a 6 foot ladder?
Yes. Spaces in equipment rooms have elevated ceilings requiring extension polls for the smoke/heat detector testers
ii. b. Device programmers.
QUESTION #9: Will the owner require the contractor to provide a laptop computer if the new ATCT fire panel is programmed via laptop?
No. Device programmers are required where the individual fire alarm device requires programing to allow that device to work with the system, not for programming the fire alarm panel itself.
e. 2.2 Fire Alarm Control Unit – Item B.8d – “The Contractor shall provide UL Listed Central Station service as listed by Underwriter’s Laboratories under Category UUFX for a monitoring company. The service shall last for a period of 1 year from acceptance at the CAI either with Contractor's facilities or by subcontracting these services (record keeping, monitoring and reporting) out. Runner service provided by the Central Station is not required. The name and the phone number of the proposed
Central Station, as well as the account number, shall be included in the submittal and operation and maintenance manual. The name and telephone numbers of the Central Station service shall be permanently posted inside the DACT enclosure or fire alarm control unit.”
f. This type of service can only be provided by an alarm distributor who maintains a UL Certified
Program to provide Central Station Service.
QUESTION #10: Will the owner approve the standard Remote Receiving Station that receives alarm signals from digital alarm communicators provided by an alarm system distributor who does not maintain the UL Certificate Program for Central Station
Monitoring?
No. The Central Station shall be UL Listed
QUESTION #11: The hatch for access to the stair pressurization fan was not operating correctly during the walkthrough. Is replacement of this hatch to be included in this project?
Yes. Add note 10 on sheet MFE-D-ATCT-A008 to remove and replace 36”x36” access hatch with 2 hour rated hatch. New hatch to use knobs for operation.
