About this opportunity

The Naval Medical Research Command (NMRC) has issued a Special Notice announcing its intent to award a sole source contract to MesScale of Rockville, Maryland for the procurement of a MESO QuickPlex SQ 120MM instrument valued at $64,000. This specialized laboratory analytical instrument will support the Agile Vaccine and Therapeutics (AVAT) Department and features unique electrochemiluminescence detection technology for high-sensitivity multiplex testing. The procurement is classified under NAICS code 325413 (In-Vitro Diagnostic Substance Manufacturing) and will be conducted under FAR Part 12 Commercial Items guidelines. The Department of the Navy Naval Supply Systems Command is facilitating this acquisition, which includes the instrument itself along with supporting equipment such as a touchscreen laptop, software licenses, and an uninterruptible power supply. While positioned as a sole source procurement, the government indicates it will consider responses from other interested parties.

The primary objective of this procurement is to acquire specialized analytical equipment capable of detecting as few as 100,000 molecules per sample and performing up to 10 assays per well with rapid plate reading capabilities of 22 plates per hour. Interested contractors must submit responses by July 7, 2025, with delivery scheduled for July 18, 2025 to the Naval Medical Research Center in Silver Spring, Maryland. All potential contractors must be registered in the System for Award Management (SAM) and possess a Unique Entity Identification Number (UEI) to be eligible for award consideration. The justification for sole source procurement is based on MSD's proprietary electrochemiluminescence technology and their position as the sole manufacturer of new QuickPlex SQ120 MM machines. Market research confirmed no alternative vendors can meet the specific technical requirements for this high-sensitivity multiplex testing capability. The procurement will be funded through FY24/25 MIDRP project funds and structured as a firm-fixed-price contract.
