About this opportunity

The Naval Supply Systems Command is soliciting proposals for Maritime Expeditionary Security Force (MESF) High Risk Training support services, specifically seeking Subject Matter Experts to deliver specialized instruction and curriculum development in coastal maritime operations, high-value unit protection, combat shooting, tactical vehicle operations, and other expeditionary security disciplines. The contract requires contractor personnel to provide training to MESF companies, platoons, patrol boat crews, and security teams, as well as perform critical administrative functions with frequent travel to off-site training ranges and facilities nationwide and overseas. Key qualifications include current weapons certifications (M9/M18, M4/M16, M500 pistols and rifles), an active Secret facility clearance at proposal submission, Navy Instructor Training Course equivalency (NEC 9502, 9501, or 9518), and Core Unique Instructor Training certification. The Government will evaluate proposals using a two-phase approach prioritizing facility clearance verification, followed by assessment of technical approach and staffing strategy, management approach, past performance, and price, using a best-value tradeoff process. Critical deadlines include April 7, 2026, at 10:00 AM EST for submission of questions and April 16, 2026, at 10:00 AM EST for proposal submission via email, with anticipated award by June 16, 2026, and performance commencement on July 16, 2026.

This solicitation is set aside 100 percent for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) holding active SeaPort NxG contracts under NAICS code 541330, with the incumbent contractor identified as R3 Strategic Support Group performing under task order N0018921F2011. The Government requires nine full-time equivalent instructors and assessors (six maritime security and three ground security), one Learning Standards Officer, and one On-Site Lead, with flexibility for contractors to propose alternative labor mixes achieving equivalent or superior performance. Performance will occur primarily at Joint Expeditionary Base Little Creek-Fort Story in Virginia Beach, Virginia, with additional training locations including San Diego, Groton, Newport, Jacksonville, and overseas locations such as Bahrain, requiring contractor responsibility for obtaining working visas and Bahrain Commercial Companies Law compliance for international operations.
