About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure high-risk training support services and specialized instruction for the Maritime Expeditionary Security Force (MESF) through a firm-fixed-price contract. The contractor will provide Subject Matter Expert instructors and training support to develop and execute comprehensive curriculum across multiple maritime security disciplines, including coastal maritime operations, high-value unit protection, combat shooting techniques, tactical vehicle and convoy operations, designated marksman training, small unit tactics, embarked security teams, and aircraft security teams. Key contract requirements include providing 10 full-time equivalent personnel—consisting of one Program Lead, one Learning Standards Officer, five maritime-qualified instructors, and three ground-qualified instructors—all of whom must possess relevant military or maritime security backgrounds, appropriate weapons qualifications, and instructor certifications. The contractor must also be capable of traveling to off-site training ranges, facilities, and conferences as needed to support Navy Expeditionary Combat Command training requirements. Interested contractors must submit a capabilities statement of no more than 10 pages by 10:00 a.m. Eastern Time on January 8, 2026, addressing business details, past performance in related training services, and demonstrated capability to deliver the required high-risk training support.

This opportunity is not designated as a small business set-aside, though the government is exploring potential small business set-aside strategies for the procurement. The anticipated contract period consists of one 12-month base period with four optional 12-month extension periods, with a potential performance start date around April 15, 2026. The training services will support approximately one 460-person Active Component squadron, one 160-person Reserve Component company, three High Value Unit Detachments, 16 Mobile Training Teams, and 12 Embarked Security Combat Skills courses on an annual basis. The requirement falls under NAICS code 611699 (All Other Miscellaneous Schools and Instruction) with a size standard of $16.5 million, suggesting this is targeted toward businesses within that classification threshold. No incumbent contractor or estimated award value has been specified in the pre-solicitation notice, though the firm-fixed-price contract structure and scope of services indicate a substantial procurement valued within federal contracting parameters.
