About this opportunity
The Naval Surface Warfare Center (NSWC) Crane, operating under the Department of the Navy Naval Sea Systems Command, is soliciting maintenance services for a Meridian IV Scanning Optical Microscope (part number 1119015/7512/F7081251) and associated microscope components. This is a sole source procurement issued under FAR 13.106-1 authority, meaning the government intends to negotiate with one source based on that source's proprietary rights, technical expertise, and exclusive access to specialized repair and replacement parts. The contract covers five line items including the microscope maintenance and related equipment components such as a Dual Mode 1320 nm LVx system, oscilloscope, and InGaAs detector equipment. All offerors must be registered in the System for Award Management (SAM) to be considered, and while the procurement is sole source, the government will accept and evaluate capability statements from other sources, though the decision to conduct competitive procurement remains solely at the government's discretion. The original closing date of December 8, 2025 at 4:00 PM Eastern Time was extended to December 15, 2025 via amendment issued on December 9, 2025, providing additional time for proposal preparation.
This procurement is being sole sourced to FEI COMPANY, located at 5350 North East Dawson Creek Drive, Hillsboro, Oregon, as the original equipment manufacturer possesses all proprietary data, drawings, schematics, and trained technical personnel necessary for timely and successful analysis, repair, and maintenance of the equipment. The solicitation is classified under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) and PSC code J066 (Maintenance/Repair/Rebuild of Equipment - Instruments and Laboratory Equipment), and is not designated as a set-aside procurement. The contract period of performance runs from January 1, 2026 through December 31, 2026 on a firm fixed price basis. No specific budget range or award value is stated in the available documentation. Performance will take place at NSWC Crane in Crane, Indiana 47522, with inspection and acceptance occurring at the destination, and offerors should submit proposals to cierra.n.vaughn2.civ@us.navy.mil.
