About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 8, seeks to lease approximately 4,833 to 4,990 contiguous first-floor square feet for a Melbourne Vet Center in Melbourne, Florida, with proposals due June 8, 2026 at 3 p.m. Eastern Time. The lease term is 20 years with a 5-year firm period and Government termination rights thereafter with 90 days' notice; required occupancy is on or before August 30, 2027.
The lessor must provide a fully serviced, turnkey lease with all costs—shell upgrades, tenant improvements, operating costs, real estate taxes, and security upgrades—included in rent. The space must be in a modern building or one that has undergone modernization or adaptive reuse with a durable exterior facade, located within boundaries defined by Parkway Drive (north), US 192 (south), US 1 (east), and I-95 (west). The lessor provides 30 surface or outside parking spaces reserved exclusively for Government use, secured and lit per Facility Security Level II requirements. The building must comply with Energy Independence and Security Act standards and achieve ENERGY STAR certification within 12 months prior to final proposal revisions or demonstrate statutory exception eligibility.
The space design must accommodate approximately 3,320 assignable square feet across welcome, staff, clinical, and support areas, including a waiting room, intake room, director's office, three counselor offices, group therapy rooms, and support functions. Specific acoustic and security requirements include luxury vinyl flooring, high-NRC/CAC ceiling panels, solid core wood doors with STC 45 sound proofing for offices and group rooms, data and electrical outlets, occupancy-sensor lighting, access-controlled doors with wireless key fobs, duress alarms, and exterior security cameras with unobstructed monitoring of entrances.
Evaluation weighs technical factors (location, building design, parking, occupancy schedule, environmental conditions) and past performance as significantly more important than price. NAICS 531120; PSC X1DB. The Lease Contracting Officer is Johnny Jones (Johnny.Jones3@va.gov); alternate contact is Shanel Joe (Shanel.joe@va.gov).
