About this opportunity
The Department of Commerce Office of the Secretary seeks quotes for medical screening services supporting the Bureau of Industry and Security, with proposals due September 8, 2026. This is a small-business set-aside for a single-award firm fixed unit price Blanket Purchase Agreement with a 12-month base period and four optional 12-month extension periods.
Place of performance spans 15 domestic metropolitan regions—Atlanta, Boston, Chicago, Dallas, Houston, Los Angeles, Miami, New York, Phoenix, Portland, Washington D.C., Denver, Minneapolis, and San Jose—as well as USG facilities. The estimated volume is 30–300 medical screenings over the contract duration, subject to Congressional funding.
Services include medical clearance and surveillance examinations for Office of Export Enforcement special agents, conducted by licensed independent practitioners and reviewed by board-certified occupational medicine physicians. Examinations assess fitness for duties involving moderate to arduous physical exertion, firearms use, and inclement weather exposure. Medical standards include vision correctable to 20/20 in one eye and 20/40 in the other, hearing loss not exceeding 35 decibels at specified frequencies, and ability to run or walk 1.5 miles. All examination reports must be submitted via secure, encrypted, HIPAA-compliant platforms within 30 business days. Performance standards require 98 percent compliance for scheduling and reporting tasks and 95 percent for appointment completion within 15 business days. Monthly status reports are due by the 5th business day of each month; quarterly customer satisfaction surveys must achieve a 4.5 out of 5 rating.
Contractor staff must maintain the ability to receive and hold a public trust clearance, not required at award but Government-sponsored. Subcontractor experience satisfies the three relevant experience examples requirement; primes may utilize committed subcontractors for the nationwide clinic and laboratory network and board-certified occupational medicine Reviewing Medical Officer while retaining full responsibility. No incumbent exists. Technical quotations are limited to 15 pages; price quotations to 5 pages. Questions are due August 31, 2026. Evaluation prioritizes technical factors significantly over price, assessing technical approach, relevant experience, management and quality control procedures, and pricing fairness and reasonability.
