About this opportunity
The Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency is seeking a contractor to provide comprehensive maintenance services for Material Handling Equipment (MHE) across four military locations: San Antonio (TX), Charleston (SC), Travis AFB (CA), and Lewis-McChord (WA). The solicitation requires the selected vendor to perform quarterly preventive maintenance inspections, unscheduled repairs, and vehicle hauling services for a range of equipment including forklifts, cherry pickers, and floor cleaning machines. Technical capability and past performance will be weighted more heavily than price during the evaluation process. Potential bidders must submit electronic proposals by January 23, 2025, at 12:00 PM CST, with questions due by January 9, 2025. Vendors must be registered in SAM and have Wide Area Work Flow (WAWF) capability, and the government will maintain firm pricing for 60 days after proposal submission.
The contract is set aside exclusively for small businesses under NAICS category 811310 with a size standard of $12.5M. The current incumbent is C2G LTD, which holds multiple existing contracts for similar services. The contract structure includes a base year from March 1, 2025, to February 28, 2026, with four additional one-year option periods extending through February 28, 2030. Scheduled maintenance quantities vary by location, ranging from 4 jobs annually at Lewis-McChord to 96 jobs at JBSA Lackland AFB, with unscheduled maintenance budgets starting at $2,200 for Lewis-McChord and scaling up to $46,000 for JBSA in the base year. The total contract value will increase incrementally each year, with unscheduled maintenance budgets rising approximately 3% annually across the different locations.
