About this opportunity

The United States Marshals Service (USMS) is conducting a Sources Sought Notice for Medical and Mental Detention Services, seeking information from potential contractors capable of managing and operating a contractor-owned/contractor-operated detention facility. The requirement involves providing comprehensive general infirmary inpatient and outpatient medical and mental health services for federal prisoners within a detention facility, including long-term medical care, emergency services, inpatient psychiatric services, crisis stabilization, and multidisciplinary treatment planning. The facility must accommodate at least 30 prisoners at a single site located in the Northeast, Central/Midwest, or Western regions of the United States, with no new construction considered. Key requirements include meeting FPBDS security standards, obtaining NCCHC accreditation, having two negative pressure/airborne isolation rooms, and providing routine pharmaceutical medications and facility security with unarmed staff. Potential offerors must submit an 8-page capability statement by Friday, July 25, 2025, at noon Eastern Time to Tara Gray at Tara.Gray@usdoj.gov, detailing technical expertise, approach, management capabilities, corporate experience, and past performance. The evaluation will focus on the company's ability to provide comprehensive medical and mental health services within a secure detention environment operating 24/7/365.

This opportunity does not include any set-aside designations, making it available to all qualifying contractors regardless of size or socioeconomic status. No incumbent contractors or current service providers are identified in the documentation, suggesting this may be a new requirement or the government is seeking to explore alternative sources. The contract period is anticipated to be five years, with the facility operating continuously on a 24-hour per day, seven days per week, and 365 days per year basis. The facility must have the capability to house a minimum of 30 federal prisoners at a single location, though there appears to be flexibility for multiple locations that can collectively meet this requirement. While specific budget ranges or award values are not disclosed in the Sources Sought Notice, the USMS indicates it will cover inpatient hospitalization and long-term acute care at Medicare rates, subject to pre-authorization. The NAICS code for this opportunity is 561210 (Facilities Support Services), and there is potential for other federal agencies to utilize the facility services.
