The United States Marshals Service (USMS), is conducting a Sources Sought synopsis for information purposes only. This is not a solicitation announcement. Currently, no solicitation is available. This request for information does not commit the Government to pay any cost incurred in preparation of any submission to this Sources Sought Notice. The anticipated scope of services will be for the management and operation of a Contractor-owned/Contractor-operated detention facility within the District of Montana, for approximately 155 individuals charged with federal offenses and detained while awaiting trial, sentencing or hearings. The purpose of this request for information is to gain knowledge of potential qualified sources. Responses to this sources sought synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be publicized in FedBizOpps. All interested offerors will be required to respond to the solicitation announcement in addition to responding to this sources sought synopsis. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. Construction of a new facility will not be a consideration, however, USMS will consider facility expansion, or construction of a limited addition to an existing structure, or facility. USMS will consider any size facility, or portion of an operating facility which may be available for housing of Federal prisoners. Interested parties having the required physical plant to meet the above requirement should submit a capability statement to include the location of the facility and the following: Name and address of firm; size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact name, address, and phone number). This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The Department of Justice, Bureau of Prisons intends to award a single contract for the provision of landfill trash disposal services for the Federal Correctional Institution (FCI) in Three Rivers, Texas. The contractor will be responsible for properly disposing of all solid waste transported to their facility by FCI Three Rivers, in compliance with all applicable regulations. Key requirements include providing weight tickets and having a state-approved, lined sanitary landfill facility within an 80-mile radius of the institution. The government will evaluate proposals to determine the responsible offeror based on factors such as technical capability, past performance, and price. Proposals are due by October 31, 2024.
This solicitation is not set-aside for any specific business size or socioeconomic category. The estimated annual quantity is 6,000 cubic yards of solid waste, but the government does not guarantee this estimate. The place of performance is Three Rivers, Texas. The contract will consist of a base year with four one-year option periods.

The purpose of this request for information is to gain knowledge of potential qualified sources. The anticipated scope of services will be for the management and operation of a Contractor-owned/Contractor-operated detention facility to include guard and transportation services within the Northern District of Ohio, for approximately 992 persons charged with federal offenses and detained while awaiting trial, sentencing or hearings. The District of Northern Ohio spans forty (40) counties in the State of Ohio: Allen, Ashland, Ashtabula, Auglaize, Carroll, Columbiana, Crawford, Cuyahoga, Defiance, Erie, Fulton, Geauga, Hancock, Hardin, Henry, Holmes, Huron, Lake, Lorain, Lucas, Mahoning, Marion, Medina, Mercer, Ottawa, Paulding, Portage, Putnam, Richland, Sandusky, Seneca, Stark, Summit, Trumbull, Tuscarawas, Van Wert, Williams, Woods, Wayne, and Wyandot. The USMS is seeking information on an existing secured detention facility located within the counties identified above with a capacity to support the housing, care and security of up to 992 prisoners in the custody of the USMS. The government will consider multiple awards, with a minimum size of 470 beds. All beds provided must be in accordance with American Correctional Association (ACA) Adult Local Detention Facilities (ALDF) Standards. Strict compliance with ACA Standard with 4-ALDF-1A-10, Multiple-Occupancy Rooms/Cells will be a requirement in any potential solicitation for these services. Responses to this sources sought synopsis will be used by the Government to make appropriate acquisition decisions.
