About this opportunity
The Department of State's Bureau of Diplomatic Security, Physical Security Research and Development Section seeks to procure measurement of the effects of delamination on blast resistance windows. The contractor will conduct blast testing on glass and polyvinyl butyral or polycarbonate laminate samples with varying degrees of adhesion to determine the impact on blast resistance properties depending on delamination percentage. The evaluation will consider technical approach, organizational experience, and past performance with an emphasis on test data support and lamination process understanding. Questions are due by December 6, 2021 and proposals are due by December 30, 2021.
There is no set-aside designation. The NAICS code is 541330. The government will award one firm-fixed price contract for a 12-month period of performance under the 541330 PSC code. The contractor will fabricate and test 23 samples across 5 window layups with control, partial, and full delamination conditions at 42psi and 300psi-ms overpressures. The place of performance is within the United States.

Update #3 · Latest ·
Update: Offer due date extended to 14 Jan 2022. Amended RFQ document, updated SOW, and the questions and answers document have been added to this notice.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested.
The Department’s Bureau of Diplomatic Security, Physical Security Research and Development Section (DS/PSD/RD) has evidence that the adhesive bonds of glass to PVB (polyvinyl butyral), glass to PC (polycarbonate), and PC to PC degrade over time. Degradation in the case of glass to PVB adhesion can be caused by moisture migration in the PVB from the edges. A widely viewed source of the degradation in the adhesive bond glass and PC results from differences in the thermal expansion and contraction during thermal cycles. Additionally, the inherent stresses in the materials resulting from the lamination process may contribute to delamination. DS/PSD/RD needs to determine what effect this loss of adhesion has on the layups’ blast-resistant properties, and the magnitude of this effect depending on the percentage of adhesion degradation.
This solicitation is being issued full and open, no restrictions. The associated NAICS code is 541330.
The Government will award one (1) Firm-Fixed Price (FFP) contract. The period of performance is 12 months.
Questions relating to the solicitation details are due no later than (NLT) 06 Dec 2021 at 11:00 a.m. EST. Offers are due NLT 30 Dec 2021 at 1:00 p.m. EST. Questions and offers are to be sent electronically to Sara Marron at MarronSM2@state.gov and Katherine Vultaggio at VultaggioKL@state.gov.
See the attached SOW for a description of the requirement.
