About this file
This document contains a solicitation for a firm-fixed price contract to measure the effects of delamination on blast resistance windows. The Department of State Bureau of Diplomatic Security's Physical Security Research and Development Section seeks to determine how loss of adhesion in glass laminates impacts their blast resistant properties depending on the percentage of degradation. The contractor will conduct open air blast testing on laminate samples with regular, partial, and no adhesion to analyze effects. The period of performance is 12 months. Questions were due by December 6, 2021 and offers are due by December 30, 2021 to Sara Marron and Katherine Vultaggio. The contractor will receive a single award.
The scope of work requires the contractor to fabricate laminate samples in specified layups, conduct blast testing at defined overpressures in an open air environment, and analyze pre and post test results. Sample layups include combinations of glass, polyvinyl butyral, and polycarbonate with regular, partial, and no adhesion between components. The testing matrix outlines 23 total tests including calibration shots.

19AQMM22Q0018 Measuring the Effects of Delamination on Blast Resistance Windows RFQ
Q&As
1. Figure 3 in the SOW show example dimensions for horizontal gage placement, but no vertical dimensions. What are the example vertical dimensions?
Answer: The vertical gauge spacing dimensions are the same as the horizontal. The top gauge needs to be 12” from the edge, the 2nd to top needs to be 24” from the edge and the remaining gauges need to be equally spaced with 24” being the max allowable spacing.
Figure 3 in the SOW has been updated in green ink.
2. In Table 1, test matrix, there is a list of 23 tests including 8 calibration shots. Is there a desired or maximum allowable time between test?
Answer: SOW and RFQ have been revised in response to this question via Amendment 0001.
Update to SOW: Refer to “Testing Matrix” section of the SOW.
Update to RFQ: A Gantt Chart is required as part of the Technical Approach, refer to Addendum to FAR 52.212-1 for revisions.
3. Will DOS consider an extension to 7 January 2022 for submission of proposals? A number of organizations shutdown for the year end.
Answer: The solicitation will be amended to extend the quote due date to 14 January 2022.
4. Is there an anticipated award date?
Answer: No; the award date is contingent upon the selection of a responsible offeror whose offer conforming the solicitation will be most advantageous, price and other factors considered
IAW FAR 52.212-2 and Addendum to FAR 52.212-2 in the solicitation.
5. RFP seems to imply open air blast testing. Please confirm that testing is required to be open air and that shock tube testing is not acceptable.
Answer: Shock tube testing is not acceptable; this must be open air testing to ensure both the positive phase and negative phase loads and durations are realistic to a real-world scenario.
Update to SOW: Refer to “Testing Matrix” section of the SOW.
6. Are pre and post test analytics for the response of the glass included as part of the SOW?
Answer: The SOW describes pre and post test analytics requirements; please review the SOW.
7. Can the range for the pummel test on the partially laminated samples be increased to allow for variation in the adhesion between lites? Our fabrication partner has expressed concerns with meeting the tolerance defined in the RFP.
Answer: The intent of this effort is to test laminates with regular/standard adhesion, partial adhesion, and no adhesion. This includes the PVB to glass adhesion bond and the TPU to glass and TPU to polycarbonate adhesion bond.
SOW and RFQ have been revised in response to this question via Amendment 0001.
Update to SOW: Refer to “Layup Categories” section of the SOW.
Update to RFQ: Additional instructions have been added, refer to Addendum to FAR 52.212-1 for revisions.
8. Is the pummel test to be conducted on each ply? Adhesion between the individual lites is dependent upon numerous variables, and it is likely that there will be more adhesion on the outer plies than the inner plies of each glass layup.
Answer: In your proposal, please explain your QA/QC process for normally obtaining pummel test data on laminates your fabrication partner uses. They must have some way of ensuring both the inner and outer ply’s are adhered properly during the fabrication or normal glass laminates within industry acceptable ranges.
SOW and RFQ have been revised in response to this question via Amendment 0001.
Update to SOW: Refer to “Layups” and “Layup Categories” section of the SOW.
Update to RFQ: Additional instructions have been added, refer to Addendum to FAR 52.212-1 for revisions.
