About this file

This document contains a solicitation for measuring the effects of delamination on blast resistance windows. The Department of State Bureau of Diplomatic Security seeks to determine the effect of adhesion degradation over time on the blast-resistant properties of glass and polyvinyl butyral, glass and polycarbonate, and polycarbonate and polycarbonate laminate layups. Specifically, the contractor will measure what effect the loss of adhesion has on the layups' blast-resistant properties and how this effect varies depending on the percentage of adhesion degradation. The solicitation will result in a firm-fixed-price contract with a 12-month period of performance to be awarded to one contractor. Questions regarding the solicitation are due by December 6, 2021 at 11:00 AM EST, and offers are due by December 30, 2021 at 1:00 PM EST and should be submitted electronically to the points of contact listed.
