About this opportunity
The U.S. Fish and Wildlife Service is seeking to procure two replacement 90-horsepower Honda marine four-stroke outboard motors with 25-inch shafts for a 24-foot Munson Packcat landing craft operated by Maine Coastal Islands National Wildlife Refuge. This Request for Quote (RFQ), solicitation number 140FS326Q0026, is classified as a commercial item procurement under FAR Part 12 and is being evaluated based on technical experience and capacity, technical approach and methodology, management plan with identified key personnel, and past performance documentation demonstrating three successful examples of similar work. Offerors must submit quotes via email by February 18, 2026, at 12:00 PM Eastern Time, including a completed SF 1449 form, company information with SAM.gov UEI, technical capabilities documentation, three past performance references with at least two valid references per example, and a detailed price quote. Questions must be submitted within the first 48 hours of posting, with inquiries directed to Keith Rose at keith_rose@fws.gov. Technical capabilities and past performance are weighted significantly more heavily than price in the evaluation process.
This procurement is designated as a Total Small Business Set-Aside under NAICS Code 336612 (Boat Building). The work must be completed by July 31, 2026, with the period of performance beginning March 1, 2026, and all labor performed during normal business hours Monday through Friday from 8:00 a.m. to 4:30 p.m. The contractor must source, remove, and install the motors along with all applicable steering and control components compatible with the vessel's existing Sea Star hydraulic steering system, including control boxes, cables, key switches, gauges, and harness kits, as well as provide appropriate propellers for coastal and offshore operating environments. The boat may be transported to the contractor's facility for motor replacement, and government acceptance is contingent upon test-driving the fully operational vessel to confirm all steering and control systems function correctly. The technical coordinator for this project is Nick Pastore, Small Craft Operator, reachable at 207-460-1102 or 207-546-2124 ext. 3, and payment will be made electronically through the Invoice Processing Platform (IPP).
