About this file
This is a Statement of Work for the replacement of two outboard motors on a 24-foot Munson Packcat landing craft operated by Maine Coastal Islands National Wildlife Refuge located in Milbridge, Maine. The refuge operates the vessel to transport personnel and equipment to and from coastal and offshore islands throughout Maine. The contractor must source, remove, and install two new Honda marine four-stroke outboard motors rated at 90 HP each with 25-inch shafts. The project must be completed by fall 2026, with work performed during normal business hours Monday through Friday from 8:00 a.m. to 4:30 p.m. The boat can be transported to the contractor's facility for motor replacement.
The acquisition and installation must include all applicable steering and control components compatible with the vessel's existing Sea Star hydraulic steering system, including control boxes, cables, key switches, gauges, and harness kits. Appropriate propellers for the coastal and offshore operating environment must be provided. Quality assurance will be maintained according to industry standards, with government acceptance contingent upon test-driving the fully operational vessel to confirm all steering and control systems function correctly. The technical coordinator for this project is Nick Pastore, Small Craft Operator, who can be reached at 207-460-1102 (mobile) or 207-546-2124 ext. 3.

Milbridge, ME 04658-0279
1. General
1.1 Who: Maine Coastal Islands National Wildlife Refuge. What: Sporting and Recreational Goods and Supplies Merchant Wholesalers (NAICS: 423910) Where: Maine Coastal Islands National Wildlife Refuge, 14 Water Street, Milbridge, ME 04658
1.2 This project is to replace two aging outboard motors on our 2000 24’ Munson Packcat landing craft boat. This boat currently has Sea Star hydraulic steering. The current Honda outboards are getting up in hours and are starting to show signs of their age with mechanical issues and general loss of performance. To maintain consistency with our other boats and allow us to use the current tools and maintenance parts we have on hand replacement motors should be current year model Honda marine 90 HP four strokes with 25” shaft. Acquisition and install should include new control box, and cables along with the relevant accessories such as key switches, gauges, and harness kits. Propellers should be appropriate for use in our environment and size of the boat. Maine Coastal Islands NWR exists on coastal and oƯshore islands located along the entire coast of Maine from the New Hampshire border to Canada. This boat is a critical asset for us to be able to move people and gear to and from these islands. We frequently operate in shallow rocky areas around these islands and travel in open bays and ocean in the Gulf of Maine.
1.3 Contractor should know the ideal motors for our boat and operating conditions and should be able to provide these motors with a little wait time as possible.
2. Place of Performance and Period of Performance (Where and When) the project is being completed
2.1 Boat is stored, maintained, and operated at Maine Coastal Islands NWR, 14 Water Street, Milbridge, ME 04658. Boat is trailered and can be transported to vendor to replace motors.
2.2 Motors should be replaced by Fall 2026
2.3 Normal duty hours are Monday thru Friday 8:00am-4:30pm. In the event of emergencies, contractor shall provide contact information.
2.4 Non-duty hours include weeknights, weekends, and Government holidays (New Year’s Day, Martin Luther King Jr’s Birthday, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3. Scope
3.1 The contractor should source new Honda marine outboard motors which are available within the next year, remove the old motors from the boat, and replace them with the new motors. Contractor should be able to provide replacement steering, throttle, console, and hydraulic parts as needed to match the new motors.
4. Deliverable and/or Delivery Schedule
4.1 Replacement motors should be Honda marine Four Stroke 90 HP with 25” shaft.
We understand that the lead time for new outboard motors can be quite long. Motor should be replaced no later than fall of 2026. Acquisition and install should include all applicable steering and control parts including but not limited to control box, cables, key switches, gauges, and harness kits. Propellers should be appropriate for our operating environment and size of boat.
5. Evaluation and Acceptance
5.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon providing fully operational motors from Honda Marine Company 90 HP each with 25” shaft. Steering and controls should all be fully compatible and operational.
6. Quality Control/ Quality Assurance
6.1 For commercial supplies reference clauses for inspection and acceptance. Where appropriate, QC will be maintained according to industry standards and made available to the agency with the contractor’s proposal.
