The U.S. Army Corps of Engineers, New York District is soliciting proposals to procure one telescopic marine deck crane and one diesel-powered hydraulic power unit to replace aging equipment aboard the Drift Collection Vessel HAYWARD operating in New York Harbor. The crane must be built to API 2C, ABS, and EM385-1-1 standards and be ABS classed, with a minimum lifting capacity of 40,000 pounds at 15 feet. The solicitation requires the crane and HPU be delivered and installed by April 2021. Questions are due by January 15, 2021 and proposals are due by January 27, 2021.
The acquisition is set aside for total small business and veteran-owned small businesses. The NAICS code is 336510 and PSC code is 3695, with the incumbent contractor's crane and HPU to be replaced. The crane and HPU must be delivered to a shipyard within 300 nautical miles of Jersey City, New Jersey and the contractor shall provide a one-year warranty for the equipment. The period of performance is 480 days and the total contract value is estimated between $1-5M.

The U.S. Army Corps of Engineers, Marine Design Center, (MDC), is issuing this solicitation for the acquisition of one (1) new marine deck crane and diesel-powered hydraulic power unit (HPU). The crane will be placed in service on the main deck level and will replace the existing Pettibone Model 130 Krane, and the HPU will be mounted below deck and replace the existing diesel HPU on the Drift Collection Vessel (DCV) HAYWARD. The DCV HAYWARD is owned by the New York District (NAN) Caven Point Marine Terminal (CPMT) and operates in the New York/New Jersey operating area. The deck crane and HPU acquired by this solicitation will be supplied to a shipyard as Government Furnished Equipment to replace the existing Pettibone deck crane and The new telescopic crane shall also be ABS classed.
All offerors who provide goods or services to the Federal Government must be registered in the System for Award Management (SAM) located on the website https://www.sam.gov. Additionally, all Services Disabled/Veterans Owned Business or Veterans Owned Small Business must be registered with the Department of Veterans Affairs Center of Veterans Enterprise Vet Biz Registry located at https://www.vip.vetbiz.gov/.

The New York District of the Corps of Engineers intends to procure one (1) telescopic crane to replace the existing crane on the DCV HAYWARD servicing the New York Harbor. Its mission will be to collect debris and other drift from the New York Harbor. The new telescopic crane shall be built in accordance with API 2C 7th edition, ABS Guide for Lifting Appliances, and EM385-1-1. The new telescopic crane shall also be ABS classed.
The contract will obtain a new marine deck crane and diesel-powered hydraulic power unit (HPU). The crane will be placed in service on the main deck level and will replace the existing Pettibone Model 130 Krane, and the HPU will be mounted below deck and replace the existing diesel HPU on the DVC HAYWARD.
