About this opportunity
The Bureau of Land Management (BLM) Montana State Office is soliciting quotes for the McMaster Headgate Replacement project, which involves removing an existing non-functional wooden irrigation diversion structure and replacing it with a modern, screw-type diversion system capable of diverting 16 cubic feet per second from Beaver Creek. The project requires clearing an access route, removing the old wooden headgate, installing a new lockable and tamper-resistant steel structure that complies with Department of Natural Resources and Conservation (DNRC) and State of Montana regulations, and clearing the associated ditch system to ensure proper water flow. This is a firm fixed-price construction contract under NAICS code 221310 for Water Supply and Irrigation Systems, and the government will evaluate and award the contract based solely on price to the responsible small business offeror whose quote provides the best value. Questions were due by September 11, 2025 at 1:00 PM Mountain Time, and quote responses are due by September 18, 2025 at 1:00 PM MDT. The government strongly encourages potential contractors to conduct site visits to better understand the work requirements and local conditions.
This procurement is designated as a total small business set-aside with a small business size standard of $41 million, and the estimated project value is less than $25,000. No current contractors or incumbents are identified in the solicitation materials. The period of performance extends from September 30, 2025 to September 30, 2026, with work to begin within 10 calendar days of contract award and completion required within 365 calendar days. The project is located in Broadwater County, Montana (originally listed as Lewis and Clark County but corrected in amendments), near Winston, Montana, specifically in T08 N, R01 W, Section 1. The work will be performed on private lands with prescriptive access, and contractors must comply with Davis-Bacon wage determination requirements for heavy construction projects in Montana. The government has already obtained the necessary SPA124 permit from Montana Fish, Wildlife & Parks, and no additional 310 permit is required for this project.
