PROJECT DESCRIPTION: McMaster Headgate Replacement Solicitation No. 140L3625Q0094
Description of Changes - This amendment incorporates the following information:
1. The Government is providing the latest list of Questions received from interested offerors and the associated Answers provided by the Government.
2. The solicitation is extended to 18 September 2025, at 1:00PM MDT.
Acknowledgement - See Block 11 above regarding how to acknowledge this amendment. The Government must receive the acknowledgement at the place designated for receipt of offers (See Block 8 of the Standard Form 1442).
Third Party – If you have given a copy of the solicitation to someone else, please forward this amendment accordingly.
New Questions and Answers
1) Prospectively offeror sent a design idea for review. Basically two 8' thick reinforced concrete walls, 4' tall. 6-8' long, with steel upside down 'U' shaped 4" C-channel frames, with one that has the headgate on a wheel actuated lifter and closer actuated by an acme thread with a handwheel to facilitate the lifting and closing. An identical upside down 'U', without an acme thread facilitated gate at the front and rear of the concrete walls to reinforce the structure. Studs would be mounted in the concrete to secure the structure to make sure that it was permanent and would last for the centuries to follow.
We do not have any drawings for the structure. I would defer to the Statement of work (SOW) when designing and bidding on the project. The “tasks” are outlined below:
4. TASKS:
4.1. Access Route Brush Clearing The access route will be cleared of brush to facilitate equipment access and structure delivery. Cut material shall be removed from the site.
4.2. Wooden Headgate Removal The existing headgate structure shall be removed from ditch. The remnants of the wooden structure shall also be removed from the site.
4.3. Headgate Structure Install A modern, screw type diversion structure, capable of diverting 16cfs will be installed in such a manner that the maximum amount of flow during the lowest water period will be able to be diverted. The diversion will be lockable and tamper resistant. This structure must functionally tie in with the existing ditch system.
4.4. Ditch Clearing The ditch from the headgate install to the current measuring device must be cleared of debris in order to flow water and ensure volume measurements.
From what I can tell, the structure you have described mimics the headgate downstream that we are looking to mimic and would meet the intentions of the project as long as it is properly designed to accept the entire water right (16cfs). Similar headgates I have done in the past have a length of culvert coming out of the back of the structure to reduce turbulence and erosion near the concrete headgate.
Questions and Answers
1) Is a 310 permit required for the project?
No 310 permit is required, the applicable SPA124 has already been received and part of the initial package submission. See Attachment 5 - SPA124 Permit.
2) Shouldn’t the Place of Performance be Broadwater County, MT and NOT Lewis and Clark County?
Yes. The correct county is Broadwater County. Attachment 4 - Wage Determination does not need to be updated since it also includes Broadwater County.
Questions and Answers
1) Is there an engineering specification or plan available for the headgate?
We do not have specific specs as we are not experts in the irrigation structure world.
Prior to submission and after talking with BLM engineers, we concluded it was best to allow the experts in the field to provide the structure that best fit the location and allowed for the full use of the 16cfs during the lowest flows of Beaver Creek. So, our needs are more in line with “If no formal spec is provided: Design and construct a cost-effective, durable headgate that meets DNRC and State of Montana regulations for headgates, ensuring both sustainability and compliance.” Make sure it is “A modern, screw type diversion structure, capable of diverting 16cfs will be installed in such a manner that the maximum amount of flow during the lowest water period will be able to be diverted. The diversion will be lockable and tamper resistant. This structure must functionally tie in with the existing ditch system.” Emphasis on lockable and tamper resistant as we’ve had issues with unauthorized tampering of our current diversion.
