Bureau of Land Management Butte Field Office McMaster Headgate Replacement

1. INTRODUCTION

This is a request for quote from contractors interested in removing and replacing an irrigation diversion structure for the Bureau of Land Management (BLM) Butte Field Office. The existing diversion structure is wooden and no longer functional or secure. Work shall be in compliance with Montana Water Rights Laws. A project map of location is attached to this SOW. The project name is McMaster Headgate Replacement Project 2025.

2. SCOPE OF CONTRACT

The objective of this project is to remove the non-functional wood diversion structure and replace it with a modern, screw type irrigation diversion. This diversion will allow for up to 640 miner’s inches or 16 cfs to be diverted from Beaver Creek into the McMaster ditch system.

This contract also requires brushing of access routes and the diversion site near Winston, Montana. Work shall be completed at a time when water levels are low enough to reduce impacts to other water users along Beaver Creek.

Solicited work is for a performance-based construction service contract. Performance based means the Contractor is responsible for accomplishment of the identified tasks within the time allotted. If the tasks are not completed in compliance with the contract specifications, an adjustment to the payment will be made.

A site tour will be by request only. If you are unable to setup a site tour with the BLM, you are encouraged to visit the site on your own in order to provide the best quote possible. If you are planning a site tour, please contact Roger Olsen, Assistant Field Manager, at the Butte Field Office by calling 406-533-7677. Be prepared to drive your own vehicle to the field.

2.1. Location and Description

The work area is located approximately 1 mile west of Winston, Montana off the Beaver Creek Road.

The work is located on the private lands, accessed through a prescriptive access associated with the water right. Location of the work area is as follows:

The access route and work area will be marked with pink or orange flagging prior to project implementation.

2.2. Work Area Access

The project area is accessible by four-wheel drive pickup truck equipped for mountain roads under dry conditions. Access to the area is limited to existing established roads across private lands, or as directed by the Contracting Officer's Representative (COR). Ruts and other damage caused to the road by the Contractor will be repaired at the expense of the Contractor. The Government assumes no obligation to plow snow or do special maintenance to keep roads open. All gates should be left as they are found.

Travel directions to the McMaster Headgate Replacement Project from Helena, Montana:

Travel 18.1 miles east on Highway 287, from Interstate 15. Turn right on Pole Creek Road. Turn left on Harris Rd for .25 miles. At private gate, follow flagging upstream for approximately .75 miles to work site. This is the only access into the project area. The BLM will provide the gate combination or lock prior to implementation. See map.

3. OBJECTIVES

The current diversion is no longer functional or tamper proof. The BLM requests that the old wooden structure be removed and a modern steel structure, compliance with applicable irrigation standards be installed at the same location to divert water in the existing ditch system. The diversion would be utilized annually to divert water into the existing McMaster ditch system to provide water to BLM lands offsite.

4. TASKS:

4.1. Access Route Brush Clearing

The access route will be cleared of brush to facilitate equipment access and structure delivery. Cut material shall be removed from the site.

4.2. Wooden Headgate Removal

The existing headgate structure shall be removed from ditch. The remnants of the wooden structure shall also be removed from the site.

4.3. Headgate Structure Install

A modern, screw type diversion structure, capable of diverting 16cfs will be installed in such a manor that the maximum amount of flow during the lowest water period will be able to be diverted. The diversion will be lockable and tamper resistant. This structure must functionally tie in with the existing ditch system.

4.4. Ditch Clearing

The ditch from the headgate install to the current measuring device must be cleared of debris in order to flow water and ensure volume measurements.

5. DELIVERY

The Government shall inspect the completed project as a basis for acceptance and payments, and to provide recommendations to improve work quality while work is in progress. The Contractor is responsible for providing quality control to assure that work complies with requirements of contract specifications.

All work included in the contract specifications shall be subject to inspections by the Government at periodic intervals during the performance of this contract. Project inspections are for the sole benefit of the Government and shall not release the Contractor of the responsibility of providing quality control measures to assure that the work strictly complies with the contract requirements.

6. GOVERNMENT-FURNISHED PROPERTY

There will be no government-furnished property

7. SECURITY

No unique security requirements are associated with this project.

8. PLACE OF PERFORMANCE

This project is near Winston, Montana located in T08 N, R01 W, Section 1.

9. PERIOD OF PERFORMANCE

The period of performance is for 365 days after the contract award. This will allow for optimum installation time during lowest water while the ground is thawed.
