About this opportunity

The United States Marine Corps is soliciting quotes for Cryogenic Fuel System Operator Services to support Marine Aviation Logistics Squadron-24 (MALS-24) at Marine Corps Base Hawaii in Kaneohe Bay. The contract requires non-personal services to provide operations and maintenance assistance for cryogenic fuels systems, including issuing liquid oxygen and nitrogen to customer-provided carts, operating high-pressure vaporizers, performing preventive maintenance, monitoring vacuum pressure on storage tanks, and conducting purge operations as needed. The requirement encompasses 1,920 annual hours of services using a firm-fixed price arrangement. Evaluation will follow a Best Value Tradeoff approach with technical capability rated as the most important factor, followed by past performance and price. The original proposal deadline of January 30, 2026 was extended to February 16, 2026 through Amendment 2, with a Questions and Answers period that closed on January 28, 2026.

This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOB) concerns, modified from the original Women-Owned Small Business designation through Amendment 2 issued on February 2, 2026. The base contract period is 12 months with four 12-month option periods, providing a total five-year contract duration with performance expected to commence on March 29, 2026. The contract requires one full-time equivalent Cryogenic Fuel System Operator position at the Service Contract Act labor rate of $31.46 per hour for the Fuel Distribution System Operator classification, with applicable wage and fringe benefit requirements specified in the current wage determination for Hawaii. The estimated total contract value is approximately $47,000,000. Performance will take place at Marine Corps Base Hawaii in Kaneohe Bay, Hawaii, where the contractor will operate from a warehouse maintenance bay and outdoor cryogenics servicing compound during core working hours of 0630-1500 Monday through Friday.
