About this file

This is a Questions and Answers document addressing clarifications for a federal contract solicitation related to cryogenic fuel system operations.

The contract involves one full-time equivalent (FTE) position priced at 1,920 annual hours for a Cryogenic Fuel System Operator. The applicable Service Contract Act (SCA) labor category is Fuel Distribution System Operator (23312) with a wage rate of $31.46 per hour. The Government will provide all tools and personal protective equipment except coveralls and boots, which are the Contractor's responsibility. Contractor personnel are not required to work federal holidays, which are excluded from the 1,920 annual hours. Regarding forklift operations, while currently military personnel with active licenses perform this duty, if circumstances change the Marines will fund the Contractor's licensing and certification. To address safety protocols mandated for hazardous cryogenic operations involving liquid oxygen (LOX) and high-pressure nitrogen (GN2), the Government will provide active duty military personnel to serve as the required "buddy" for the Contractor's FTE and will implement all necessary safety protocols on site.

Questions Answers Please confirm the appropriate SCA labor category and wage determination classification the Government considers applicable for the Cryogenic Fuel System Operator position described in the PWS.

Via the attached wage determination: 23312 - Fuel Distribution System Operator 31.46

The PWS indicates that forklift operation is required. Please confirm whether forklift certification and training are provided by the Government, or if the Contractor is responsible for ensuring certification prior to performance.

Currently, there are enough active duty military on site with forklift licenses that the contractor does not need to drive the forklift but, should that change, the Marines will fund his licensing and certification.

Please confirm whether the Government will provide required tools, equipment, and personal protective equipment (PPE) necessary for cryogenic operations, or if these items are the responsibility of the Contractor.

All tools and PPE are provided by the government with the exception of coveralls and boots, which are provided by the contractor.

Please confirm whether Contractor personnel are required to work on Federal holidays listed in the PWS, or whether those days are excluded from the 1,920 annual hours of performance.

Contractor will not be required to work federal holidays.

Please see the list of holidays included in the PWS.

The subject solicitation CLIN’s specify pricing of 1920 hours annually which equates to one FTE. However, the PWS stipulates the contractor provide cryogenic services. Due to the hazardous nature of handling LOX and high pressure GN2 safety protocol for such operations mandates implementation of the “buddy system” (see below excerpt from Marine Corps).

Yes, active duty workers will be provided who act as the “buddy”.

Will the government be providing a military for civil servant FTE to implement mandated safety protocols?

Yes, military personnel on site will impliment safety protocols.
