About this opportunity

The Department of the Navy Naval Facilities Engineering Command seeks commercial vendors to design, manufacture, and construct 10 Bachelor Enlisted Quarters (BEQs) buildings totaling approximately 655,957 square feet at MCB Camp Pendleton, California using industrialized construction methodologies, with white paper submissions due October 1, 2026 at 1400 EST. This procurement is issued under Other Transaction Authority (10 USC 2808a), which permits award without full and open competition and may result in follow-on production OT agreements available to other Department of War organizations without further competition.

Place of performance is San Diego, California. Vendors must demonstrate verified relevant experience executing a minimum of three completed industrialized construction commercial projects within the preceding 10 years, each valued at $50 million or more; preference is given to teams managing multiple large-scale concurrent projects exceeding $150 million in aggregate value for barracks, hotels, or dorms. The project comprises four BEQs in Area 24 (253,382 SF maximum, 802 occupants), three BEQs in Area 13 (174,470 SF maximum, 552 occupants), and three BEQs in Area 41 (228,105 SF maximum, 722 occupants), all involving repair by replacement including demolition. The government anticipates shortlisting 5-7 vendors to Phase 2, with 9-month design schedule and 2-year construction completion. Type II construction (IIA or IIB) is mandated. The technical approach must demonstrate cost reductions of 20 percent or more and timeline acceleration of 30 percent or more compared to traditional construction. Vendors must obtain project bonding for comparable projects and demonstrate organizational capability to execute large-scale IC projects in the Southwestern United States with quality control frameworks and Modular Open Systems Approach architecture. White papers are limited to 10 pages (12-point font) and must include title page, executive summary, relevant experience documentation, technical approach details, and vendor capability information. NAICS 236220; PSC Y1FC. Awardees must comply with Buy American Act, Davis Bacon Act, Miller Act, and Cybersecurity Maturity Model Certification requirements. Amendment 05 (posted September 24, 2026) clarified that California contractor license is not required for work performed exclusively on federal property, foreign-manufactured IC modules are subject to U.S.-flag vessel transportation requirements under 10 USC 2631 unless waived, and the government will evaluate submissions holistically with no relative weighting assigned to evaluation components.
