About this file
This is Amendment 02 to an Announcement of Opportunity (AOI) for industrialized construction (IC) barracks projects at MCB Camp Pendleton, issued by NAVFAC for a federal Navy contract opportunity.
The amendment provides responses to 28 Requests for Information and revises two evaluation criteria. Key modifications to Evaluation Criteria 1 (Relevant Experience) reduce the minimum past project value from $150 million to $50 million per project, allowing firms to demonstrate experience through a proposed team where members can document their specific roles (general contractor, architect/engineer, IC manufacturer, IC set/stitch, or onsite non-IC construction). Examples may include multi-building projects at a single location, with preferences given for concurrent management of large-scale projects exceeding $150 million in aggregate value for barracks, hotels, or dorms. The experience window remains 10 years preceding the AOI posting date. Evaluation Criteria 3 (Vendor Capability) has been revised to require vendors to obtain bonding for projects of comparable size and complexity, including descriptions of current surety support and approximate per-project and aggregate bonding capacity; specific bonding details will be provided to vendors selected for the Request for Project Proposal (RPP) phase. Additional clarifications confirm: Type II construction is required (not Type III); a California state license, bonding, and insurance are required for general contractors; there is no incumbent contractor; NAVFAC will consider volumetric modular, panelized, hybrid, Kit of Parts, and other offsite-manufactured systems; an Interested Parties List will be published in a future amendment; and this is not a small business set-aside. The white paper response deadline remains 1400 EST on October 1, 2026.

Requests for Information (RFI) Responses
1. Does the General Contractor need to possess a CA state license or since this is a federal facility it will not be required?
A: Yes. Licensed – bonded and insured.
2. Could you please confirm whether there is a current incumbent contractor performing the services outlined in this solicitation?
A: The referenced opportunity does not have an incumbent as this is a new requirement.
3. Does NAVFAC’s definition of industrialized construction include panelized, kit-of-parts, and hybrid modular systems in addition to volumetric modular construction?
A: NAVFAC will consider volumetric modular, panelized, hybrid, Kit of Parts, and other offsite-manufactured systems that can meet the project objectives.
4. Does NAVFAC anticipate holding an industry day, technical exchange, matchmaking event, or other forum where manufacturers can meet prospective prime contractors?
A: An Interested Parties List will be collected and posted via future amendment. Please see Amendment 01 for additional information.
5. Is NAVFAC maintaining or planning to publish a list of companies interested in this opportunity?
A: An Interested Parties List will be collected and posted via future amendment. Please see Amendment 01 for additional information.
6. Can you introduce us to prime contractors assembling teams for this requirement or direct us to an appropriate source for identifying those firms?
A: An Interested Parties List will be collected and posted via future amendment. Please see Amendment 01 for additional information.
7. My question is whether we should even submit on the new barracks across the country if our past performance doesn’t reflect the IC types and minimum dollar amounts of $150m each for prior projects?
A: Evaluation Criteria (1) Relevant Experience has been revised as follows:
FROM:
1. Relevant Experience: Vendors must provide verified examples of past relevant experience utilizing advanced manufacturing and IC methodologies (specifically volumetric modular, hybrid, or Kit of Parts).
• Verified examples must include descriptions of designing and building a minimum of three (3) completed IC commercial building projects within the 10 years preceding this AOI posting date, each at least $150,000,000. Preference will be given for examples demonstrating an ability to concurrently manage multiple large-scale construction projects with an aggregate value exceeding $300,000,000 and/or building types -barracks, hotels, dorms.
TO:
1. Relevant Experience: Vendors must provide verified examples of past relevant experience utilizing advanced manufacturing and IC methodologies (specifically volumetric modular, hybrid, or Kit of Parts).
• Verified examples must include descriptions of designing and building a minimum of three (3) completed IC commercial projects within the 10 years preceding this AOI posting date, each project totaling at least $50,000,000. Examples can include a project with multiple buildings at a location. Relevant experience may be demonstrated by the proposed team, and it should reflect the specific role (GC, A/E, IC manufacturer, IC-set/stitch, onsite non-IC construction) each key participant performed. Preference will be given for examples demonstrating an ability to concurrently manage multiple large-scale construction projects with an aggregate value exceeding $150,000,000 and/or building types -barracks, hotels, dorms.
8. Will the government entertain a system that we are familiar with like building prefabricated light gage steel stud walls with pre-manufactured floor joists (on or offsite), for example, be considered as a potential solution?
A: Prefabricated LGS wall/floor systems may be considered if they represent a meaningful IC delivery approach.
9. Could you please advise on the best way for subcontractors like [name removed] to stay informed as these projects develop? Specifically, will there be any subcontractor outreach or teaming opportunities, or a way to connect with the prime teams pursuing the OTAs?
A: An Interested Parties List will be collected and posted via future amendment. Please see Amendment 01 for additional information.
10. Will NAVFAC consider lowering the value threshold to $125 million for project past experience?
A: Evaluation Criteria (1) Relevant Experience has been revised. See response to RFI 7.
11. How critical is meeting the past performance requirements of "three (3) completed IC commercial building projects within the 10 years preceding this AOI posting date, each at least $150,000,000"? We have completed over a dozen apartment complexes with more currently under construction, but most fall under the $150M. Would we be considered?
A: Evaluation Criteria (1) Relevant Experience has been revised. See response to RFI 7.
12. We respectfully ask that you modify your submission criteria to open it up for firms like ours that are ready to transform the way we build barracks just like you are now asking industry to do. We are ready to respond to the challenge and simply ask that you allow us to submit by making the following changes to the AOI for the OTA 1 - Barracks:
a. Allow yourselves to consider a firms past traditional barracks experience as applicable examples since the function is the same, but the building material type is different.
A: NAVFAC will consider volumetric modular, panelized, hybrid, Kit of Parts, and other offsite-manufactured systems that can meet the project objectives.
b. Allow yourselves to consider a key subcontractor’s IC experience. NAVFAC has previously done this on numerous solicitations in the past for Airfield Paving, etc.
A: Evaluation Criteria (1) Relevant Experience has been revised. See response to RFI 7.
c. Change your requirement for relevant projects past experience to 15 years preceding.
A: Evaluation Criteria (1) Relevant Experience has been revised. See response to RFI 7. However, past experience remains within 10 years preceding this AOI posting date.
d. Change the requirement where each past project must exceed a specific dollar amount. Or make it a preference for projects over $100M. Most of your BEQ’s in the past ranged from $50-$70M.
A: Evaluation Criteria (1) Relevant Experience has been revised. See response to RFI 7.
13. Can a firm such as [name removed] partner with a GC who focuses on building a site and meets the project scale hurdle?
A: Evaluation Criteria (1) Relevant Experience has been revised. See response to RFI 7.
14. Can [name removed] partner with a design firm that has worked on large-scale projects and still participate in this project? If the design firm has worked on large projects, are [name removed] still required to partner with a qualifying GC?
A: Evaluation Criteria (1) Relevant Experience has been revised. See response to RFI 7.
15. Does the GC need to be on the regional MACC-approved list?
A: No.
16. The AOI requires three (3) completed industrialized construction (IC) projects valued at $150 million or greater each. Given the limited number of completed U.S. IC projects at this scale, what market research supports this threshold? Due to this being a relatively new industry (most U.S. modular factories have only been set up within the last ~5-years) and to better align with demonstrated U.S.
industry experience while maintaining the intent of identifying qualified IC providers, would the Government consider design completed and permitted for construction/under assembly IC construction projects? If not, then would the Government consider a lower minimum dollar threshold of $40M to $50M for each project? Additionally, site civil work and non-manufacturing scope of work should be deleted from the project magnitude as these construction services are not performed by IC firms. Such an approach could broaden competition, increase industry participation, and still ensure offerors possess the technical, manufacturing, logistics, and program management capabilities necessary to successfully execute the projects contemplated by this AOI.
A: Evaluation Criteria (1) Relevant Experience has been revised. See response to RFI 7.
17. Would the Government consider reducing the minimum value of each qualifying project from $150 million to $50 million? Given the limited number of completed advanced manufacturing and IC projects at or above the $150 million threshold, the current requirement will significantly restrict competition among otherwise qualified firms with substantial and relevant experience.
A: Evaluation Criteria (1) Relevant Experience has been revised. See response to RFI 7.
18. Can you tell me if this project is a Small Business Set Aside?
A: This is not a Small Business Set Aside.
19. Will Type IIB construction be requested? This has been requested on other barracks projects we have looked at. Since one of the requirements is to show a reduction in cost, this would be an important comparison factor.
A: Type II construction will be required.
20. What bonding will be required on the $6 billion of the barracks portfolio? We are backed by North America's largest steel manufacturer, but even we are concerned if this is a requirement all at once.
A: Bonding will be required on each individual OTA awarded, not on a portfolio-wide basis. Vendors who are selected to proceed to the Request for Project Proposal (RPP) phase will receive specific bonding requirement submission details. For White Paper submission purposes, Evaluation Criteria (3) Vendor Capability has been revised. See response to RFI 26.
21. Does the Government anticipate a standardized mechanical locking/keying platform across the ten BEQ buildings?
A: Requirements for locking/keying systems will be provided to the short-listed vendors invited to the RPP phase.
22. Are there existing MCB Camp Pendleton/NAVFAC keying, cylinder, or mechanical door hardware standards that the new BEQs will be required to maintain?
A: Requirements for locking/keying systems will be provided to the short-listed vendors invited to the RPP phase.
23. Will the forthcoming RPP or associated design criteria identify a specific door hardware specification, manufacturer basis of design, or keying standard?
A: Requirements for locking/keying systems will be provided to the short-listed vendors invited to the RPP phase.
24. Is the mechanical door hardware package anticipated to be contractor-furnished/contractor-installed, or is any portion expected to be Government-furnished?
A: Requirements for locking/keying systems will be provided to the short-listed vendors invited to the RPP phase.
25. Is the Government open to reviewing a proposed standardized [door lock] hardware approach during the RPP/design development process, provided that the final products comply with the applicable UFC, life-safety, security, and project requirements?
A: Requirements for locking/keying systems will be provided to the short-listed vendors invited to the RPP phase.
26. If the Government’s intent is to ensure that interested offerors have the financial resources and capacity to execute projects of this scale, would it consider requiring each contractor to provide evidence of sufficient bonding capacity as an additional measure of financial and performance capability?
A: Evaluation Criteria (3) Vendor Capability has been revised as follows:
FROM:
3. Vendor Capability: Vendors must demonstrate the organizational and operational capability to execute large scale IC within the Southwestern United States and to manage and execute multiple concurrent projects. Specifically, vendors should demonstrate an ability to:
• Manage the comprehensive design, manufacturing, logistics, construction, and commissioning of IC buildings.
• Work directly with stakeholders to define and refine detailed project requirements that align with overarching mission objectives.
• Submit detailed technical and cost proposals and successfully negotiate formal agreements for the design, manufacturing, and construction phases.
• Manage a quality control framework where the vendor maintains strict responsibility for all Quality Control functions, while facilitating seamless collaboration with DON personnel, who retain responsibility for Quality Assurance.

27. Will the government consider amending the relevant experience criterion to require three completed IC commercial building projects (volumetric modular, hybrid, or Kit of Parts), each valued at least $50 million rather than $150 million?
Industrialized construction inherently lowers overall project costs, so the $50 million threshold better reflects the scale and complexity of the IC footprint (the barracks facilities not entire project), while still demonstrating relevant past performance. This change would better align evaluation criteria with the technical and cost realities of advanced manufacturing approaches and would promote broader competition among qualified IC providers.
A: Evaluation Criteria (1) Relevant Experience has been revised. See response to RFI 7.
28. For this project will the Government consider Type III wood-frame volumetric modular construction methods for the barrack facilities, provided the design fully complies with FC 4-721-10N and all applicable building codes?
A: Type II construction is required.
