About this file
This is an amendment (Amendment 05) to a federal contract solicitation for the Department of the Navy at MCB Camp Pendleton (AOI N6247326R0072 - OTA 1). The amendment provides a revised response to RFI #1 and responses to RFIs #50-61, clarifying that no additional RFIs will be accepted. The white paper response deadline remains 1400 EST on October 1, 2026.
Key clarifications include: a California contractor license is not required for construction work performed exclusively on federal property, though off-site manufacturing or fabrication must comply with state and local requirements. Type II construction is mandated by project design criteria to support long-term performance and durability in a high-use dormitory environment; offerors may propose either Type IIA or Type IIB construction. The solicitation is limited to barracks and does not include child development centers. For bonding and insurance at the Phase 1 white paper stage, vendors need only provide a brief description of surety support and bonding capacity—not official documentation. Surety letters and other administrative materials (cover page, executive summary, table of contents, appendices, acronyms) are excluded from the 10-page white paper limit. The Government will evaluate white paper submissions holistically with no relative weighting assigned to the three evaluation components. Regarding execution approach, the Government does not require concurrent execution of all three building groups but expects offerors to propose phasing and sequencing that demonstrates accelerated project-delivery capabilities. Foreign-manufactured IC modules are subject to U.S.-flag vessel transportation requirements under 10 USC §2631 unless properly waived.

Amendment 05– AOI N6247326R0072 - OTA 1 MCB Camp Pendleton
1) Provide a revised response to RFI #1.
2) Provide responses to RFIs #50-61. There are no additional RFIs remaining to be answered and no additional RFIs will be accepted.
3) White paper response date remains 1400 EST on 01 October 2026.
Revised Response to RFI #1
1. Does the General Contractor need to possess a CA state license or since this is a federal facility it will not be required?
A: Revised 24 Sept 26 - A California contractor license is not required for construction work performed exclusively on federal property. Off-site manufacturing or fabrication of modular or industrialized-construction components must comply with all applicable state and local requirements.
Requests for Information (RFI) Responses #50-61
50. Regarding response to RFI 28 -- UFC Criteria and International Building Code appear to allow for alternative construction types beyond Type II construction for projects of this occupancy classification and building height. Can you please expand on why Type II construction will be required for this project?
A: Type II construction is required by the project design criteria. The selection is based on the anticipated building height and the need for a durable, noncombustible structural system with greater resistance to fire, moisture-related deterioration, pests, and damage associated with a high-use dormitory environment. Type II construction is therefore required to support the facility’s required long-term performance, reduced maintenance burden, and anticipated design service life.
51. We wanted to raise a question regarding life safety services for these facilities.
Both unaccompanied housing and child development centers carry stringent life safety requirements (fire alarm/detection, mass notification, emergency communication, access control, and related monitoring systems) that must be fully integrated with the underlying low-voltage infrastructure. Could you clarify how the Government intends to address the design, integration, and long-term supportability of these life safety systems within the IC/modular delivery approach, particularly given the accelerated schedule and repeatable/standardized design goals outlined in the notice?
A: This AOI is limited to barracks and does not include Child Development
Centers. Following selection under the Phase 2-RPP process, the selected vendor(s) will be responsible for the design, integration, and construction of the facility fire alarm, facility control, and associated systems. These systems shall be designed and constructed to meet applicable installation requirements, UFC criteria, and all other requirements identified in the solicitation and resulting agreement.
52. Response to RFI 1 states that the General Contractor must be “licensed – bonded and insured.” At what stage must the California contractor license be in place:
Phase 1 White Paper submission, Phase 2 RPP submission, or prior to agreement award/NTP?
A: See revised response to RFI 1 dated 24 Sept 26.
53. Must the direct Offeror/Awardee itself hold the license, or may it be held by a licensed General Contractor key participant within the proposed team?
A: See revised response to RFI 1 dated 24 Sept 26.
54. What evidence of bonding capability and insurance is required at the Phase 1
White Paper stage?
A: In the response to the Phase 1-AOI phase, Evaluation Criteria 3-Vendor
Capability, “Vendors should demonstrate an ability to: Obtain bonding for projects of comparable size and complexity, including a brief description of current surety support and approximate per project and aggregate bonding capacity.” The “brief description” does not have to be official documentation from a surety company. Vendors can state their current project and aggregate bonding capacity. Vendors who are selected to proceed to the Phase 2-RPP phase will receive specific bonding requirement submission details.
55. At what stage must the final project-specific bonds and insurance policies be in place?
A: See response to RFI 54.
56. The response to RFI 28 states that Type II construction will be required. Should offerors assume Type IIA, Type IIB, or may either be proposed subject to the
Phase 2 criteria?
A: The Government has not specified whether Type IIA or Type IIB construction is required. Offerors may propose either Type IIA or Type IIB construction, provided the proposed construction type complies with all applicable code requirements and the Phase 2-RPP project criteria.
57. If foreign-manufactured IC modules or assemblies are approved for use during
Phase 2, will their ocean transportation to the United States be subject to U.S.-flag vessel requirements under 10 U.S.C. §2631?
A: If foreign-manufactured IC modules or assemblies are approved for use during Phase 2, their ocean transportation will be subject to the Preference for United States vessels in transporting supplies by sea under 10 USC
§2631, unless the requirement is properly waived in accordance with 10 USC
§2631(b).
58. The AOI states “Title page and Executive Summary are excluded from page limit”.
Please confirm the upfront administrative material, such as a cover, table of contents, list of figures, appendices, and acronyms, and such are also excluded from the 10-page limit of the White Paper.
A: The title page (cover page) and Executive Summary (one-page single-sided) are excluded from the 10-page single-sided (5 double-sided) page limit. If included, a table of contents, list of figures, appendices, and acronyms would need to be included within the 10-page single-sided (5 double-sided) page limit.
59. For 3. Vendor Capability, please confirm that a surety letter that demonstrates the vendor’s bonding capability is excluded from the 10-page limit of the White
Paper.
A: See response to RFI 54. A surety letter is not a required submission during the response to Phase 1-AOI. However, if a surety letter is included, it is excluded from the 10-page single-sided (5 double-sided) page limit.
60. Is there a relative order of importance for the evaluation of the three components of the White Paper? If so, please define.
A: No relative order of importance or numerical weighting is assigned to the
White Paper evaluation components. The Government will evaluate submissions holistically against the evaluation criteria stated in the AOI. The order in which the criteria are listed does not indicate relative importance.
61. Award Objective. Ten barracks are listed for OTA 1. Does the Government envision the three groups of buildings (listed in three bullets) to be executed concurrently?
A: The Government does not require all three building groups to be executed concurrently. Offerors shall propose a phasing and execution approach that supports the AOI’s accelerated project-delivery objectives, including the demonstrated ability to reduce overall design and construction timelines relative to traditional delivery methods. Offerors should address their capacity to execute multiple building groups concurrently, where appropriate, and identify how the proposed sequencing supports schedule performance, scalability, and timely delivery of the overall award objective.
