About this opportunity
The Department of the Army Materiel Command Contracting Command Rock Island Arsenal seeks rental of scissor lifts for McAlester Army Ammunition Plant under a Total Small Business Set-Aside, with proposals due October 15, 2026. This is a firm fixed-price, five-year IDIQ contract structured as an all-or-none procurement requiring bids on all line items; partial bids are not accepted.
Place of performance is McAlester, Oklahoma. The procurement consists of two line item groups: CLIN 0001–0005 covers 12-month rental of two MEC-3232SE scissor lifts (or equivalent) for the Carpenter shop, and CLIN 0006–0010 covers 12-month rental of four JLG-2030ES scissor lifts (or equivalent) for the Electric and Pipe shop. The Carpenter shop lifts must meet a maximum indoor platform height of 32 feet (38 feet working height), 32-inch chassis width, approximately 7,145 pounds, minimum 550-pound total lift capacity with 250-pound extension deck capacity, 25 percent gradeability, and zero inside turn radius. The Electric and Pipe shop lifts must meet a 20-foot platform height (26 feet working height), 30-inch maximum chassis width, 3,830 pounds gross vehicle weight, minimum 800-pound main deck capacity with 250-pound extension deck capacity, 25 percent gradeability, and zero inside turn radius. Both models require 24V electric drivetry, maintenance-free sealed batteries with automatic chargers, fold-down guardrails, non-skid deck surfaces, and flat-free tires. The base performance period runs November 1, 2026 through October 31, 2027, with four optional one-year extension periods through October 31, 2031. The guaranteed minimum is 12 months for each base CLIN; optional CLINs may not be utilized if requirements do not exist. The contractor assumes responsibility for preventive maintenance, repairs, replacement equipment during downtime, and required inspections throughout the rental term. All work is performed and inspected at McAlester Army Ammunition Plant. NAICS code is 532412. Award goes to the lowest-priced responsible offeror whose quote conforms to requirements, evaluated as the sum of all CLIN prices across all five performance periods. Monthly invoicing is required per FAR clause 52.232-1. Offerors must be registered in SAM at time of response and submit electronically to the Contract Specialist and Contracting Officer.
