About this file
This is a Purchase Description document for a scissor lift rental requirement by MCAAP (Munitions and Chemical Demilitarization Activities Program). MCAAP requires a 12-month rental of two scissor lifts with an option to extend the rental agreement up to 5 years. The specified model is the MEC-3232SE manufactured by MEC Aerial Work Platforms, or an equal alternative that meets all outlined specifications.
The scissor lifts must meet specific physical and operational thresholds, including a maximum indoor platform height of 32 feet (38 feet working height) and outdoor platform height of 24 feet (30 feet working height). The equipment must have a 32-inch chassis width to pass through standard doorways, weigh approximately 7,145 pounds, provide a minimum lift capacity of 550 pounds total with 250-pound capacity on the roll-out extension deck, and demonstrate gradeability up to 25 percent with a zero inside turn radius. Usage is limited to a single 8-hour shift per day. Key operational features required include the ability to drive at full platform height indoors without outriggers, a 24V DC electric system with sealed AGM batteries and automatic charger, a maintenance-free AC electric drivetrain, a minimum 35-inch roll-out deck extension with locking positions, heavy-duty non-skid metal deck construction, full-height swing gate entry, fold-down guardrails, and four integrated lanyard attachment points.
