About this file
This document is a Questions and Answers (Q&A) file clarifying ambiguities in a federal solicitation for scissor lift rental services.
The procurement is a Total Small Business Set-Aside requiring rental of six scissor lifts (two units under CLINs 0001-0005 and four units under CLINs 0006-0010) for a 12-month base period with four option years, classified under NAICS 532412. This is an All or None procurement, meaning contractors must bid on all ten CLINs; partial bids will not be accepted. The quote deadline is October 6, 2026, at 12:00 PM Central Time, with service commencement no later than 30 days after award. Unit pricing should be submitted monthly for all lifts combined on each CLIN. The evaluated price includes all base and option periods (five total performance periods). Only small businesses may serve as prime contractors; limitations on subcontracting apply. The solicitation allows brand name or equal equipment; minor dimensional and weight deviations may be acceptable if the equipment meets the agency's functional needs, though significant deviations will render offers unacceptable. Delivery and final pickup are included in monthly rates on an FOB Destination basis, and the delivery location is Building 8 with receiving arrangements identified in the solicitation and resulting contract. The contractor is responsible for preventive maintenance, repairs, and required periodic/annual inspections. Anticipated usage will not exceed a standard single shift of eight hours per day. Specific repair response times and replacement unit requirements are addressed in the Purchase Descriptions.

20. Would a 32-inch-wide unit be acceptable, provided the remaining specifications are met? Minor deviations from the listed dimensions, weight, or other specifications may be considered. Whether an offered unit is acceptable would depend on the extent of the deviation and whether the equipment still meets MCAAPs functional needs. An offered unit that deviates significantly from the stated requirements may be determined unacceptable.
21. Will the Government consider a unit that meets the functional requirements but deviates on the dimensional and weight thresholds noted above, if the deviations are disclosed in the quote? Minor deviations from the listed dimensions, weight, or other specifications may be considered. Whether an offered unit is acceptable would depend on the extent of the deviation and whether the equipment still meets MCAAPs functional needs. An offered unit that deviates significantly from the stated requirements may be determined unacceptable.
22. If the stated maximums are firm, is the Government aware of a currently produced model that meets all of them? This is for rental of units not purchase, therefor there are units that meet the requirements of the solicitation available for rental.
23. If a conforming unit is not available for CLINs 0006-0010, will the Government accept a quote on CLINs 0001-0005 only, for the two lifts in the Carpenter Shop? We have confirmed a compliant unit for that requirement. This is an All or None procurement.
24. Group 1 equivalents: Must an "equal" unit drive at full platform height indoors without outriggers? The solicitation is brand name or equal. The JGL model and listed specifications are intended to establish the general characteristics and capabilities required and provide vendors with a basis for proposing comparable equipment. Vendors may offer other makes and models that are reasonably comparable to the specified unit.
