The Air Force Education and Training Command is soliciting quotes for one full-time Medical Emergency Manager to support the Medical Counter-Chemical, Biological, Radiological & Nuclear (MC-CBRN) program within AETC/SG. The position requires comprehensive programmatic support including coordination with AFMEDCOM and ACC, review of Medical Contingency Response Plans, guidance change request evaluation, Federal Coordinating Center assistance, Home Station Medical Response budget preparation, subject matter expertise for working groups, training support to installation Medical Emergency Managers, HSMR inventory management, and medical exercise development support. Candidates must possess a minimum of three years of emergency management medical field experience, DoD or senior-level expertise in strategic planning, functional knowledge of workflow analysis and business process reengineering, multi-task project management capability, and experience with medical CBRN response, NIMS, Hospital Incident Command System, and Homeland Security Exercise and Evaluation Program. Evaluation will be based on three factors: Price (most important), Technical capability (including recruitment and retention of qualified personnel and management/communication plans), and Past Performance (combined, less important than price). The deadline for questions is April 21, 2026, and proposals must be submitted electronically by 7:00 a.m. CST on April 30, 2026, to Ying Yang and Michael Simington at the email addresses provided in the solicitation.
This is a 100 percent small business set-aside under NAICS code 541690 (Other Scientific and Technical Consulting Services) with no incumbent contractor, as this represents a new contract requirement previously administered through a centralized General Services Administration contract. The base period runs from May 18, 2026, through May 17, 2027, with no planned option years and a recompete anticipated at base period completion. The contract includes two Contract Line Item Numbers: CLIN 0001 for Medical Emergency Manager services structured as firm fixed-price with monthly payments to be proposed by the contractor, and CLIN 0002 for travel at a cost-reimbursable not-to-exceed amount of $13,500. Performance will be conducted at Headquarters AETC, JBSA-Randolph, Texas, with regular hours Monday through Friday from 0730 to 1630 hours and occasional travel to AETC installations and HQ AFMEDCOM. Contractors must obtain a Tier 3 Secret facility security clearance prior to award and comply with all applicable DoD and Air Force information assurance, personnel security, and operational security directives, including HIPAA Business Associate Agreement requirements.
