About this opportunity
Department of the Air Force Air Combat Command intends to solicit task-order services under Environmental Modeling and Simulation Support V (EMSS-V), supporting the Air Force Technical Applications Center (AFTAC), with responses due November 13, 2026. No set-aside is used. The contractor must hold a Top-Secret Facility Clearance with Secret Safeguarding capability and have the ability to provide TS/SCI personnel to perform the Section 2 scope at time of award. The work is a level-of-effort effort combining operations and maintenance (O&M) with research and development (R&D) for AFTAC's Environmental Modeling and Simulation program. The majority, if not all, of the work will be performed at the contractor site, with task orders also performed at AFTAC Headquarters, 1020 South Patrick Drive, Patrick Space Force Base, FL 32925. The PWS is effective October 7, 2026, with a period of performance from November 1, 2027 through October 31, 2035. R&D tasks include ChemCAD model development, evaluation of new analytical methods, novel materials analysis, re-engineering support, and hosting classified conferences for up to 50 participants. O&M tasks include laboratory quality assurance, sample data curation, quarterly technical reports using R-scripted analytics, onsite consultations, and database maintenance. Key performance thresholds include a baseline report addressing 100% of project goals within three working days, work completed at least 90% on schedule and budget, software model emissions data within 5% accuracy, and no more than one late CDRL per quarter with delays capped at two days. The Government requests unlimited rights to all deliverables. Personnel accessing AFTAC-managed IT systems to write or edit production software require DoD Directive 8140.03 Level II certification. The NAICS code is 541990.
