Travel Funding: Regarding the $13,500 travel line item: Can you confirm this is a Cost- Reimbursable Not-To-Exceed (NTE) amount strictly for the employee's approved TDY travel?

Additionally, considering AETC comprises 12 bases, should we factor any anticipated travel costs into our Firm-Fixed-Price (FFP), or will all required travel be covered under the $13,500 NTE allocation?

11 RFQ Resume Requirements: Is it mandatory to submit a candidate resume with Part 2: Technical Proposal? If so, could you clarify how the resume will be weighted during the evaluation for award?

12 RFQ Past Performance: For a newer corporate entity that lacks direct past performance, but whose leadership and proposed key personnel possess extensive experience in Medical Emergency Management (MEM), Emergency Management (EM), Project/Program Management (PM) and Personnel Management, how should this be represented in Part 3: Past Performance volume?

Based on a review of historical data, we respectfully request that AETC increase the NTE travel allocation to $21,000. In FY2025, AETC MEM travel consisted of 5 trips with an average duration of 4.4 days and average cost of $1,746 per trip. Given the PWS requirement for 10 trips of 5-day duration (PWS 6.2, Table 3), an estimate of $21,000 appears to be reasonable.

No, Refer to RFQ para 7.c "The Past Performance information shall be completed and submitted by using the Past Performance List of References (PPLRs) (Attachment 5)."

While there is no page limit explicitly stated in the RFQ for Part III, RFQ para 7.c states, "Offerors shall complete and submit the PPLRs (Attachment 5) to present and/or past Government and/or industry customers for no more than three (3) most recent and relevant contracts performed within the last three (3) years."

Please refer to the newly incorporated clause, RFO 52.232-20, in Attachment 3 - Applicable Clauses and Provisions (Revision 01). AETC will determine travel requirements and evaluate whether to increase travel funding once 75% of the allocated funds have been expended.

CLIN 0002 is a Cost-Reimbursable Not-To-Exceed(NTE) CLIN. It is an independent line item solely for the direct reimbursement of all pre-approved travel costs and not tied to the FFP CLIN.

Per RFQ para 7.b, "A copy of the proposed MC-CBRN Medical Emergency Manager’s resume shall be included in the technical volume.". The resume for the Medical Emergency Manager will be evaluated under Subfactor 1: Recurit, Hire and Retain Qualified Personnel, as the submission of a candidate who meets the minimum technical qualifications and experience requirements outlined in the Performance Work Statement (PWS) serves as documented proof of the offeror’s ability to effectively recruit, hire, and retain qualified personnel.

Per RFQ para 8.c "Relevant" refers to performance on contracts or projects similar in scope and complexity to the requirements of this contract. The past performance of key personnel shall not be considered relevant past performance for this requirement.
