About this opportunity

The Defense Commissary Agency (DeCA) is soliciting quotes for preventive maintenance and unscheduled repair services for material handling equipment (MHE) at three Arizona commissary locations: Luke Air Force Base, Davis-Monthan Air Force Base, and Fort Huachuca. The scope of work encompasses maintenance and repairs for electric pallet jacks, forklifts (electric, propane, and gasoline), narrow aisle reach trucks, order pickers, battery chargers, and related equipment. Key contract requirements include performing preventive maintenance quarterly, responding to unscheduled maintenance calls within 16 working hours, completing repairs within seven working days of approval, and utilizing Automotive Service Excellence (ASE)-certified technicians with mechanical expertise. The evaluation criteria will balance technical acceptability of service delivery and past performance approximately equally against price. Critical deadlines include the question submission deadline of February 2, 2026, at 4:00 p.m. EST, and the quote due date of February 6, 2026, at 2:00 p.m. EST; questions should be directed to contract specialist Sheila Smith at Sheila.Smith@deca.mil.

This solicitation (HQC00426QE003) is designated as a 100% total small business set-aside with a NAICS code of 811310 and a small business size standard of $12.5 million. The contract will be awarded using FAR Part 12 and Subpart 13.5 procedures with a hybrid pricing structure: Firm Fixed Price (FFP) for scheduled quarterly preventive maintenance and Time and Material (T&M) for unscheduled repairs, with all preventive maintenance costs including labor, parts, expendables, fluids, transportation, and trip charges absorbed within the fixed-price line items. The period of performance spans one base year (March 1, 2026 through February 28, 2027) with four optional one-year extensions exercisable at the government's discretion, for a potential total contract duration of five years. The equipment inventory across the three locations includes approximately 10 electric pallet jacks, 6 low-profile forklifts, 1 gasoline forklift, and 12 battery chargers, with specific quantities and asset details provided in the attached equipment lists. Performance will occur at the three designated Arizona military installations, with all service activities coordinated through the Contracting Officer's Representative and invoiced separately by location.
