About this opportunity
The Department of Agriculture Forest Service seeks timber removal and road maintenance services for the Mastodon Stewardship Integrated Resource Service Contract on the Prescott National Forest, Bradshaw Ranger District in Arizona, with proposals due August 10, 2026. This procurement is restricted to approved vendors eligible for call orders under the R3 Southwest Stewardship BPA; the government will not provide feedback or evaluations to ineligible companies.
Place of performance is Prescott, Arizona, encompassing 206 acres across 21 cutting units in Yavapai County, approximately 13 miles southeast of Prescott. The contract carries a Total Small Business set-aside under NAICS 113310 (Logging, 500-employee size standard) and PSC F014 (Natural Resources/Conservation—Tree Thinning).
Mandatory work includes removal of designated timber from 204 acres across two work items: cutting and removing included Ponderosa Pine sawtimber and fuelwood from Units 31, 34, 35, 37, 38, 43, 45, 46, 47, and 48 (87 acres), and the same work in Units 32, 33, 39, 40, 41, 42, 49, 50, 51, 52, and 53 (117 acres). Estimated timber volumes are 1,074 CCF of sawtimber (minimum 14.0 inch diameter) and 1,820 CCF of fuelwood (minimum 5.0 inch diameter), with a minimum acceptable offer of $0.25 per CCF. Contractor must also maintain five roads totaling 19.8 miles with no Forest Service compensation. Work cannot occur during increased fire risk, between 7:00 PM and 7:00 AM within one-quarter mile of private property, excessive soil moisture, excessive snow, or if cultural sites are discovered. All cutting between June 1 and September 30 must be removed within 30 days. Period of performance runs from award through December 15, 2029. Hauling is prohibited on federal holidays and weekends.
Evaluation weighs technical approach (significantly most important), relevant past performance (significantly more important), benefit to local community, and cost/price (approximately equal to combined technical factors). Contractors must designate an Overall Project Manager and Logging Supervisor. A site visit is scheduled July 16, 2026 at 9:00 AM MST at Bradshaw Ranger District Office, 344 South Cortez Street, Prescott, Arizona. Submit responses to ingrid.anderson@usda.gov and joshua.bahling@usda.gov. Service Contract Act wage determinations apply.
