About this opportunity

The Library of Congress seeks replacement of an Evertz Master Sync Generator system and related warranty services for its National Audio-Visual Conservation Center Video Lab in Culpeper, Virginia, with proposals due July 30, 2026. This is an unrestricted procurement, not set-aside for small business.

Place of performance is Culpeper, VA 22701. The contractor must deliver two synchronization generators for an IP or hybrid facility with multi-constellation GNSS receiver capability, one automatic changeover unit, and three SDI time code reader/generator/logo inserters. The system must include six sync outputs, four SD/HD/3G test generator outputs, two 10G Ethernet interfaces, two 1G Ethernet interfaces, redundant power supply, configurable SD/HD/3G SDI test/black generators, AES and analog audio test generators, and analog video test/reference outputs. Site preparation includes cable installation and testing, system design review, cutover planning, on-site installation, integration testing, commissioning, removal of obsolete equipment, punch list resolution, and delivery of as-built documentation. The contractor must comply with NAVCC Documentation Standards v1.2, including standardized engineering drawings, cable management, and equipment nomenclature. Personnel performing on-site work are subject to Service Contract Act prevailing wages (Virginia wage determination 2015-4283, Revision 36, effective May 13, 2026).

The base performance period runs August 10, 2026 through August 9, 2027, with four optional one-year warranty periods extending through August 9, 2031. This is a firm fixed-price contract. Award will be based on best value, weighing technical approach (most important), past performance per CPARS, and price. The Library reserves the right to award without discussions. Proposals must be submitted via email in two volumes: Volume I (technical approach, maximum 20 pages) and Volume II (firm fixed pricing). A pre-proposal site visit is scheduled for July 9, 2026, from 11:00 AM to 12:00 PM. Amendment 0001, issued July 16, 2026, provides responses to offeror questions regarding GPS antenna configuration, PTP licensing (not required), and Ethernet connectivity locations.

Update #2 · Latest ·

The National Audio-Visual Conservation Center (NAVCC) unit of the Library of Congress (LOC) is an audiovisual preservation and digitization facility located on the Packard Campus in Culpeper, VA.

The Video Lab at the NAVCC is tasked with the digitization of multiple tape and disc formats of analog and digital video. It was designed and built to substantially emulate a video production facility and uses an Evertz Master Sync Generator system. This system provides crucial reference video test signals for the video lab. It allows the VTR’s (video tape recorder) to lock on to a reference signal which provides the most optimal conditions for error free digitization of analog video and audio into the digital signal which is then used by the encoders to create archival files. The current system is obsolete and has been damaged beyond repair in certain areas such as the GPS antenna and cabling, which has suffered rodent damage.

The Library needs a contractor that will provide system hardware, installation and documentation for the replacement Master Sync system in the Video Lab at NAVCC.
