About this opportunity
The Department of the Air Force Space Command is seeking to upgrade the Mass Notification System (MNS) at Patrick Space Force Base and Cape Canaveral Space Force Station in Florida through replacement of legacy REACT 4000 equipment with modern REACT 5000 Communication Control Units and Intelligent Control Gateway boards. The contractor will be responsible for all installation, testing, system integration, operator training, documentation, and a final system acceptance test, with all work to be completed within six months of contract award. Key requirements include that all personnel must be U.S. citizens, all COTS electronic products must meet Federal Green Procurement Program standards (EPEAT Bronze registered or ENERGY STAR qualified), and normal work hours are 0730-1630 Monday through Friday at Cape Canaveral Space Force Station. The Government will evaluate responses based on a capabilities package not exceeding five pages that must include company DUNS and Cage Code, SAM registration status, GSA contract information if applicable, proposed pricing, business size classification, teaming arrangements, and three past performance references. Responses to this Request for Information are due electronically by 1:00 PM Eastern on April 3, 2026, to gage.belyeu.2@spaceforce.mil and jonathan.sebastian.1@spaceforce.mil.
This pre-solicitation notice carries no small business set-aside designation, though the Government is interested in capabilities from businesses of any size meeting the requirements under NAICS Code 334310 with a 750-employee size standard. Patrick Space Force Base will require three REACT5000 CCUs, 14 ICG boards, and associated equipment, while Cape Canaveral Space Force Station will require two REACT5000 CCUs, one mobile unit, 32 ICG boards, and additional equipment, representing a substantial modernization effort across both installations. The contractor will provide a one-year ATI Factory Warranty covering all installed products, with maintenance responsibility transferring to the Government upon expiration. No specific award value or budget range is disclosed in the pre-solicitation materials. All interested firms must be registered with the System for Award Management (SAM) to be eligible for future contract award, and responses to this RFI are voluntary and non-binding with no Government reimbursement of costs incurred in developing submitted information.
