About this opportunity
The Federal Aviation Administration (FAA) is conducting a market survey to assess industry capabilities for manufacturing Terminal Doppler Weather Radar (TDWR) Transmitter Control Module (TCM) Radio Frequency (RF) Klystron Interface Cables. The agency seeks detailed capability statements from potential vendors interested in producing specialized cable assemblies, including 224 units of 66-inch and 75-inch SMA male-to-male cables, and 112 units of 125-inch SMA-to-BNC male cables. Interested firms must submit comprehensive responses by March 14, 2025, at 5:00 PM CST, electronically emailed to jennifer.l.lucas@faa.gov with a specific subject line. The market survey requires vendors to provide information about their services, previous contract experience, years in business, and any relevant comments or questions about the Statement of Work. While this is not a formal solicitation, the FAA will use the responses to develop its acquisition strategy and potentially determine the competition approach.
The procurement falls under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a size standard of 1,350 employees. The FAA has not yet determined the final competition method and may choose a full and open competition or set aside the procurement for small businesses or 8(a) certified firms. The cable assemblies must meet specific technical requirements, including operation in the 0-18 GHz frequency range, with a maximum VSWR of 1.25, 50 ohms impedance, and specific insertion loss characteristics. Delivery is required within 16 weeks after receipt of order to the FAA MMAC facility in Oklahoma City, Oklahoma. Vendors are advised that this market survey is for informational purposes only, and the FAA will not compensate participants for their submissions or responses.

The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense.
At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program.
The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, 8(a) certified firms, and all other business types and sizes capable of providing the maintenance as outlined in the SOW.
The principal North American Industry Classification System (NAICS) code for this effort is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a size standard of 1,350 employees.
If applicable, interested firms which are SBA 8(a) certified are required to submit a copy of the SBA 8(a) certification letter.
In order to make the determination, the FAA requires the following from interested vendors:
