About this opportunity

The Federal Aviation Administration (FAA) is conducting a market survey to procure three Boonton Electronics 4500C Peak Power Analyzers, specifically a RF Peak Power Analyzer with continuous sampling at 100 M/s, dual channel capabilities, front panel input, standard USB and LAN interfaces, and a 3-year warranty. The survey aims to determine the competitive environment and potential procurement strategies for these specialized radar system components. Interested vendors must submit a detailed capability statement including company information, SAM UEI and CAGE codes, small business status, years in business, and previous contract experience. Responses must be electronically submitted to Stephen.N.Branch@faa.gov by 4:00 p.m. Central Time on May 7, 2025, with "MARKET SURVEY RESPONSE: Boonton 4500C" in the subject line. Vendors must have an active System for Award Management (SAM) registration with no active exclusions to be considered.

The FAA has not predetermined a specific set-aside for this procurement and will use the market survey responses to evaluate potential small business designations, including possibilities for Service Disabled Veteran-Owned Small Businesses (SDVOSB), 8(a), or Socially Disadvantaged Businesses. If a competitive environment is confirmed, the agency intends to award a Firm Fixed Price (FFP) contract to the lowest priced, responsible offeror. Vendors are requested to provide rough order of magnitude pricing and estimated delivery schedules after receipt of order. No pricing information will be paid for by the FAA, and all costs associated with responding to the market survey are solely the vendor's responsibility. The procurement will be governed by the FAA's Acquisition Management System (AMS) rather than the Federal Acquisition Regulation (FAR), specifically following AMS Procurement Policy 3.2.2.4 for single source procedures.

COMPETITIVE ENVIRONMENT UNKNOWN

At this time, the FAA is unaware if a competitive environment exists for this requirement. If it does, the FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, Service Disabled Veteran-Owned Small Businesses (SDVOSB), 8(a), or Socially Disadvantaged Businesses. The FAA intends to primarily use the responses to this announcement, or lack thereof, to determine if a competitive environment exists, and if so, whether a set-aside is appropriate in accordance with the FAA Small Business Program and in the best interest of the FAA.

If a competitive environment can be determined to exist, the FAA intends to award one Firm Fixed Price (FFP) contract for this requirement to the lowest priced offeror determined to be responsible in accordance with Acquisition Management System (AMS) Procurement Guidance T3.2.2.7(A)(1).
