About this opportunity

The Federal Aviation Administration (FAA) is conducting a market survey for the design and development of a replacement Power Amplifier Module Test Station (PAMTS) to support the ARSR4 radar system used in the National Airspace System (NAS). The procurement requires the design of a new test station with similar functionality to the existing system, including development of an interface adapter, fixture, test/repair software, and repair procedures capable of testing two ARSR4 Power Amplifier Module (PAM) circuit card assemblies to specification. This market survey seeks statements of interest, capability statements, and rough cost estimates from qualified contractors to assess commercial availability and inform the FAA's acquisition strategy. The results of this survey will determine whether the FAA will pursue full-and-open competition or establish set-asides for small businesses, service-disabled veteran-owned small businesses, or 8(a) Program-certified economically disadvantaged businesses. The deadline for responding to this pre-solicitation notice is January 27, 2026.

This market survey carries no set-aside designation at this time, and the nature of competition has not yet been determined. The replacement PAMTS is a critical component for FAA Depot support operations, and the new test station must operate within the 1215 MHz to 1372 MHz frequency range while achieving a minimum mean time between failure of 10,000 hours and meeting specified electromagnetic compatibility and environmental operating conditions. The technical documentation provided includes the current ARSR4 PAMTS technical instruction book (TI 6340.49), repair manual (TI 6340.56B), and detailed circuit card assembly drawings for the Power Module from Westinghouse Electric Corporation. No specific incumbent contractor is identified in the pre-solicitation materials, and no explicit award value or budget range has been disclosed at this market survey stage. The FAA will provide two Power Module circuit card assemblies for contractor use during development and qualification testing, with final acceptance and approval to occur at the FAA Enroute Shop.

MARKET SURVEY FOR THE PROCUREMENT OF A NEWLY DESIGNED TEST STATION TO REPLACE THE CURRENT FAA ENROUTE SHOP ARSR4 POWER AMP MODULE TEST STATION (PAMTS) WITH FUNCTIONS SIMILAR TO THE EXISITING TEST STATION. THIS REQUIREMENT WILL INCLUDE THE DEVELOPMENT OF A NEW INTERFACE ADAPTER AND FIXTURE WITH TEST/REPAIR SOFTWARE AND PROCEDURES NEEDED TO TEST THE TWO (2) ARSR4 POWER AMP MODULE (PAM) BOARDS TO THEIR REQUIRED SPECIFICATIONS. THIS MARKET SURVEY IS TO ASSIST WITH DETERMINING COMMERCIAL AVAILABILITY IN DESIGNING AND DEVELOPING THESE REQUIREMENTS. THIS TEST STATION IS USED PRIMARILY TO PROVIDE THE FEDERAL AVIATION ADMINISTRATION (FAA) WITH THE ABILITY TO TEST AND REPAIR THE PAM BOARDS IN SUPPORT OF ARSR4 RADAR SYSTEM.

This is a market survey for information and comments from industry that will aid in the formation of an acquisition strategy that outlines plans for the design of a Power Amplifier Module Test Station (PAMTS) and the development of a fixture and interface adapter alone with test software and repair procedures needed to support the ARSR4 power amp module (PAM) boards and PAMTS. This replacement unit is a crucial component of the FAA Depot support for the ARSR4 in the NAS.

At this time the nature of the competition has not been determined. Results of the market survey will enable the FAA to make a determination for full-and-open competition or set-aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially-and-economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program.

The purpose of this market survey is to solicit statements of interest, capabilities, and rough orders of magnitude (cost estimates) from businesses interested in and capable of providing the required material and services per the requirements/specifications listed. Respondents to this market survey are encouraged to provide comments regarding the government’s approach to this requirement.

The NAICS CODE for this requirement will be 335311 - Power, Distribution, and Specialty Transformer Manufacturing with a Small Business Size Standard of 800.

Interested vendors should include the following information along with their submission:

  1. Capability Statement - This document should identify:
  • Previous contracts and awards for the design and manufacture of similar equipment (elaborate on quantities, dollar amounts and provide detailed information and past performance).
  • Number of years in business.
  • List existing government contracts that are available to provide requested item.
  1. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for providing the specific Power Amplifier Module Test Station (PAMTS) and fixturing plus test/repair procedures for PAM Boards. If respondent plans to team with a partner, they must identify the percentage of work that will be done by eligible small, service- disabled veteran-owned and 8(a) certified businesses.
  1. Response shall provide a point of contact name, number and email for questions.
  1. *Proof of Entity Registration in the System for Award Management (https://SAM.gov)
  1. A copy of the vendor's SBA 8(a) Certification Letter, if applicable or Certification of SDVOSB eligibility, if applicable.

*Per the FAA Acquisition Management System (AMS), clause 3.3.1-33 System for Award Management (SAM), paragraph (b)(1) “By submission of an offer, the offeror acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.”

All responses to this market survey must be received by 2:00 p.m. Central Time on January 27, 2026.
