About this opportunity
The Federal Aviation Administration's Mike Monroney Aeronautical Center is soliciting offers for Level 1 Aircraft Systems Training courses designed for FAA Aviation Inspectors covering 19 different aircraft types from manufacturers including Airbus, Boeing, Bombardier, Canadair, Cessna, and Embraer. The contract will be awarded on a Lowest Price Technically Acceptable basis to offerors providing the lowest-priced proposal that meets technical requirements, with multiple awards anticipated. Key requirements include providing instructor-led training in brick-and-mortar facilities preferably within 25 miles of a major U.S. airport, employing instructors with minimum three years of experience on each proposed aircraft type and three years of instructor experience, and delivering approximately 40-hour courses in compliance with ATA 104 specifications. Evaluation will be based on four equally weighted factors: training syllabus compliance with the Performance Work Statement, training aids and facilities descriptions (including Part 141 or Part 142 certifications), proposed training hours and days, and instructor qualifications with supporting resumes. Sealed proposals must be received electronically by 1:00 p.m. CST on April 3, 2026, and all inquiries must be submitted in writing to Joe Oglesby, Contracting Specialist, at joe.oglesby@faa.gov; the posting date was March 18, 2026.
This contract includes no set-aside designations and represents an Indefinite Delivery/Indefinite Quantity award with a one-year base period (June 1, 2026 through May 31, 2027) plus four optional one-year periods extending through May 31, 2031. The base year includes an estimated 112 total students across all aircraft types, with per-student pricing established for each course line item; Boeing 777 training represents the largest single volume at 17 estimated students in the base year. Training must be delivered in United States locations, with the contractor responsible for maintaining appropriate classroom facilities meeting specified standards regarding seating capacity, lighting, temperature control, ventilation, and safety compliance, while the FAA covers all student travel and per diem costs. Performance of work will occur at contractor-selected facilities located within the United States, with preference for locations near major airport hubs. No current incumbents or budget ceiling amounts are identified in the solicitation documents.
