About this opportunity
The Federal Aviation Administration (FAA) is conducting a market survey to identify vendors capable of providing Commercial Off-The-Shelf (COTS) Level I Aircraft Systems Training Courses for FAA Flight Standards Operations Inspectors. The training covers nineteen general aviation aircraft types, including Airbus, Boeing, Bombardier, Canadair, Cessna, and Embraer models, and must be delivered in accordance with the attached Performance Work Statement. Interested vendors must submit a Capability Statement identifying the types of training provided, previous contract experience and past performance, DUNS number, years in business, geographic service areas, and their proposed approach for accomplishing the work. The FAA will use these responses for informational purposes only to assess market capabilities; this is not a screening information request or formal request for proposals, and vendors should note that the FAA will not reimburse any costs associated with submitting survey responses. The deadline for responses is February 19, 2026, and all questions must be submitted via email to the contract specialist, as phone calls are not permitted.
This market survey carries no set-aside designation and identifies no current incumbents or budget parameters at this stage. The procurement falls under NAICS code 611512 (Flight Training) with a size standard of $34 million, and is classified under PSC code U006 (Education/Training—Vocational/Technical). The training requirement specifies approximately 40 hours per course on a per-student basis for Level I instruction, with the FAA responsible for all tuition costs, travel expenses, and per diem. Instructors must possess a minimum of three years of experience with each proposed aircraft type and three years of instructor experience in instructor-led classroom environments, though virtual or computer-based training may be authorized at government discretion under extraordinary circumstances. The contractor must provide syllabi, training schedules, course reference materials, and certificates of completion within two weeks after course completion, along with final grades, attendance records, and additional comments submitted to the Contracting Officer's Representative.
