About this file
This is a Screening Information Request (SIR) for a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity contract for aircraft systems maintenance training services. The FAA Aeronautical Center is soliciting offers for Level 1 (General Familiarization) Aircraft Systems Maintenance Training in compliance with ATA 104 Specifications for 19 aircraft types, including Airbus A-300, A-320, and A-330; Boeing 717, 737, 747, 757, 767, 777, and 787; Bombardier Global 7500; Canadair CRJ-100/200 and CRJ-700; Cessna CE-208 and CE-750; and Embraer RJ-145, EMB-170, and ERJ-190 aircraft. The contract period runs from June 1, 2026 through May 31, 2027 for the base year, with four optional one-year periods extending through May 31, 2031. Sealed offers must be received electronically by April 3, 2026 at 1700 local time (5:00 p.m. CDT) to Joe Oglesby at joe.oglesby@faa.gov, with the solicitation number 6973GH-26-R-00084.
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to the responsible offeror with equal weight given to four evaluation factors: training syllabus compliance with the PWS and solicitation; description of training aids and facilities meeting PWS requirements or providing Part 141 or Part 142 certification; proposed training hours and days; and instructor qualification statements and resumes demonstrating five years of maintenance technician experience, three years of experience with each proposed aircraft, and three years of instructor experience. The pricing proposal must include per-student or per-class fixed rates for each aircraft training course listed, with estimated annual quantities provided for base and option years. The government anticipates adequate price competition and does not require cost/pricing data submission with initial offers but reserves the right to request supporting cost information if competition does not materialize. Offerors must be registered in the System for Award Management (SAM) and comply with all federal contracting requirements, representations, and certifications outlined in the solicitation.
