About this opportunity

The Department of the Air Force Pacific Air Forces is seeking market research information for base-wide custodial services at Yokota Air Base in Japan and associated off-base sites (Tama, Tokorozawa, Owada, and Momote). The contractor will be responsible for providing all management, tools, equipment, and labor necessary to maintain satisfactory facility conditions with a clean, neat, and professional appearance in compliance with applicable laws, regulations, Headquarters Air Force standards, and commercial practices. Key service requirements include cleaning non-carpeted and carpeted floors, restroom and locker room maintenance with supply stocking, trash and recyclables removal, periodic restorative cleaning services, and specialized cleaning at the Child Development Center with specific security clearance and immunization requirements. The Market Research Questionnaire solicits vendor input on experience with similar services, personnel qualifications and certifications, security clearance procedures, emergency response capabilities, quality control procedures, pricing methodologies, and transition planning from the incumbent contractor. Vendors must submit responses by close of business on March 19, 2026, with inquiries directed to Ms. Mikiko Owada at 042-511-0100 or mikiko.owada.jp@us.af.mil.

This is a market research notice, not a formal solicitation, and will not result in contract award at this stage. No set-aside designations have been applied to this procurement. The questionnaire requests vendor perspectives on contract structure preferences, with the Government indicating a preference for firm-fixed-price contracts and indicating consideration of a 7-year contract period consisting of one base year plus six option years. The notice does not identify the current incumbent contractor or provide specific award values or budget ranges in the available documents. Key numerical details requested from vendors include their capability to support all three service locations simultaneously, emergency service response time standards, and pricing factors beyond standard square footage calculations, including premium pricing considerations for complex facilities and periodic non-routine work.
