About this opportunity

The Department of the Army National Guard is seeking transportation services for Mark VI patrol boats through solicitation W50S84-25-Q-0007, which includes transporting 1-3 Mark VI patrol boats from Newport News, Virginia to Alpena Combat Readiness Training Center in Michigan, providing comprehensive training for 10 Michigan National Guard personnel, and developing a long-term maintenance and sustainment plan. The contractor must provide qualified boat captains, conduct an estimated 8-day voyage with daily operational checklists, submit detailed voyage plans and reports, and deliver comprehensive training covering boat operations, seamanship, navigation, emergency response, and maintenance upon arrival at the destination by August 1, 2025. The government will evaluate quotes based on price, boat captain credentials, past performance, and float plan feasibility to determine the most advantageous offer. Questions regarding the solicitation must be submitted by June 25, 2025, with quotes due by July 2, 2025, and all quotes must remain valid through September 30, 2025.

This opportunity is designated as a total small business set-aside under NAICS code 488390 (Other Support Activities for Water Transportation) with a size standard of $47 million, and no incumbent contractors are identified in the documentation. The solicitation is currently unfunded, meaning the government's obligation is contingent upon the availability of appropriated funds, though specific budget ranges or award values are not disclosed in the materials. The contract involves transporting between one and three Mark VI patrol boats over an estimated 8-day transit period, with the voyage potentially traversing both U.S. and Canadian waters and including electro-optical/infrared surveillance as part of a training scenario. Performance will occur primarily between Newport News, Virginia and Alpena, Michigan, with the Alpena Combat Readiness Training Center serving as the final destination and training location. The government will provide various support materials including consumables, tools, a 12-foot inflatable boat, and training equipment, while up to two government personnel will accompany the contractor during the voyage for quality assurance and oversight purposes.
