About this opportunity

The Michigan National Guard (MING) is seeking specialized support for transporting up to three Mark VI Patrol Boats from Fairlead Shipyard in Newport of News, VA to Alpena, Michigan. The Department of the Army National Guard will require professional boat captains to conduct preoperational inspections, provide waterway transit services, and deliver comprehensive Mark VI Patrol Boat operator and maintenance training for 10 personnel. The contract will be issued under NAICS code 483212 for Inland Water Passenger Transportation, with a total performance period of 60 days. This pre-solicitation notice is structured as a Request for Information (RFI), which means the government is gathering preliminary market research and does not guarantee a contract award. The solicitation is open to small businesses, with responses due by May 16, 2025, and potential contractors will need to demonstrate expertise in maritime vessel transit and training services.

The opportunity is designated as a total small business set-aside, which means only small businesses can compete for the contract. While no specific award value is mentioned, the contract involves transporting three patrol boats and providing training for 10 personnel, suggesting a moderate-scale procurement. The transit will include daily pre-operations checklists and will be conducted under U.S. Air Guard aircraft surveillance as part of a training scenario. The training component will cover critical maritime operational skills including waterway navigation, docking, towing, equipment familiarization, and open water operations. The contract supports the National All Domain Warfighting Center's objective of enhancing maritime training capabilities for the Department of Defense, indicating potential strategic importance beyond the immediate logistical requirements.
