About this file

This document is a Questions and Answers (Q&A) file for Solicitation W50S84-25-Q-0007, relating to a Mark VI Patrol Boat Waterway Transit & Training contract. The Q&A provides critical details about a planned maritime transit involving 1-3 Mark VI boats, with the government seeking a contractor to manage the voyage. Key logistics include an estimated 8-day transit, potential departure by 18 July, and routes involving US and Canadian waters. The government will provide various support materials including consumables, tools, a 12' inflatable boat, and a float dummy for training, while the contractor is responsible for crew qualifications, vessel operation, and self-towing if a boat becomes non-mission capable.

The solicitation is a small business set-aside with a $47M size standard, targeting the NAICS code 488390. The contract is currently unfunded, with quotes requested to be valid through 30 September 2025. Notably, the government will assist with customs clearance but emphasizes that contractor personnel must meet all entry requirements. The transit includes potential training for military personnel with a basic proficiency objective, and the government will not provide qualified crew members. Repairs and delays due to major maintenance are excusable and will not count against contractor performance, with potential for contract modification or price adjustments if significant delays occur.

Question Government Response What is the Government’s planning basis for the stated 8-day voyage estimate?

This is only an estimate for planning purposes. The length of voyage is determined by the Contractor's transit plan, reviewed and approved by the Government.

Does the Gov intend to modify contract if funding, boatyard repair delays, or other impacts impact the August completion deadline?

Yes, the contract will be modified if the schedule is impacted for these reasons.

Currently, the boats are expected to be ready for departure no later than 18 July.

Will the Government assist with Customs/CBP clearance for transits in and out of Canadian waters?

Government will assist but all Contractor personnel must meet all requirements, including security background checks, and carry all applicable documentation (passports, NEXUS card, etc.) to enter US/Canada through border entries.

Government is not responsible for any personnel denied entry at borders.

Will berthing/docking assistance be provided at USCG or military facilities en route or proposal should be budgeted for commercial berthing?

Contractor should plan and budget for commercial berthing. Docking at Governmentment facilities will be investigated where appropriate once sail plan is in place.

Who is responsible for confirming berth/fuel stops: contractor or Government?

Contractor

When can transit and training personnel access the boats for familiarization prior to departure?

Immediately after contract award.

What is meant by 'ad-hoc training'? Who receives it and when? The intent for military personnel to receive basic familiarization of operations from the Contractor during transit. There is no formal requirement for this training, and it should not delay or impede the transit.

Will a Government representative certify each vessel as “safe to navigate” prior to voyage?

Government will provide reports from OEM and any sea trials conducted prior to departure. Contractor will conduct own "safe to navigate" if needed for pre-voyage assessment.

Will the boats be ready for a sea-trial to inform the 'Ready for Voyage' inspection provided by the contractor?

Yes, boats will have already undergone a sea trial by the OEM.

Does 'boat captain credentials' require USCG licenses or will the Navy's MK VI qualification suffice?

Navy Mark VI qualification is sufficient for MING, but captains must possess any required licenses to legally operate Mark VI class vessels in US and Canadian waterways.

What certified crew members should be required on each vessel for long transit days (engineering quals, captain quals, and other requirements)?

There is no specific requirement. Contractor shall provided all necessary qualified crew to safely operate the vessels during long transit days. Government is providing no qualified crew members.

Will the Government budget some contingency funding for emergency repairs along the route to minize delays. Will authority to approve funding be delegated?

Contingency repairs will be aquired using the Government Purchase Card (GPC) to the extent allowable. Repairs above the GPC limit will be funded and acquired via contract as expeditiously as posslbe. Authority to approve funding will not be delegated. Repairs are not the responsibility of the Contractor under the scope of this contract.

What constitutes a minor vs major repair during transit? Minor repairs are that which can be acquired with the GPC under the micro-purchase limits as defined under FAR Part 2. These will be acquired as needed by Government personnel aboard the voyage. Minor and/or major repairs are not the responsibility of the Contractor under the scope of this contract.

Are major repair delays excusable and excluded from contractor performance metrics?

Yes. Repairs delaying the voyage are not counted against Contractor performance.

Will delays due to major repairs allow for charging a per-day additional rate to cover labor and accomodations?

Repairs that create delays exceeding the approved Contractor provided transit plan will be considered for price adjustment as requested by the Contractor.

Requests must be sufficiently detailed to show costs incurred, e.g. lodging, labor rates, etc. If repairs are determined to be so extensive as to significantly delay the voyage, the contract may be terminated for the Government's convenience in accordance with FAR 52.212-4(l). Note: This does not include delays due to weather, which should be anticipated and accounted for in the Contractor's provided transit plan.

What qualifications can be expected for crew support of Government personnel aboard vessel?

The Contractor shall provide all necessary qualified crew to complete the voyage.

Government personnel aboard the voyage are only performing the duties in paragraph 1.6.2 of the DOS. Government personnel may provide basic crew support during transit as other duties allow, e.g. loading/unloading, line handling, lookouts, etc., but shall not be relied upon by the Contractor in performance of the voyage.

Will there be service/repair parts available for expediant repairs during voyage and training?

Yes, of a limited nature, along with a chase vehicle.
