About this opportunity
The Department of the Navy Naval Sea Systems Command is procuring two Marine Mammal boats with two additional optional boats through a combined synopsis/solicitation for commercial items. These specialized 25-foot aluminum welded mono-hull vessels will be used by the Naval Information Warfare Center (NIWC) Pacific's Reconnaissance Division to detect, locate, mark, and recover objects in harbors and coastal areas as part of the Navy's Marine Mammal Program, replacing current boats that are beyond their service life. The boats must meet comprehensive technical specifications including twin gasoline outboard engines, payload capacity for 4 crew members and 1,900 pounds of mission gear, cruise speed of 30 knots, range of 150 nautical miles, and specialized features like sea lion cage provisions and swimmer interdiction capabilities. The procurement will use a Lowest Price Technically Acceptable (LPTA) evaluation method, with award going to the responsible offeror whose conforming offer is most advantageous to the government. This is an all-or-none requirement where partial quotes will be deemed unresponsive, and quotes must be submitted electronically in PDF or MS Word format by July 25, 2025.
This opportunity is set aside for total small business participation, with all offerors required to be registered in the System for Award Management (SAM). The procurement includes comprehensive deliverables such as detailed specification response matrices, spare parts lists covering 40+ boat and engine components, warranty terms with minimum 12-month coverage, and unique item identification marking requirements. The contract requires delivery within 330 days after award, with boats to be delivered to Naval Support Fleet Logistics Center, Cheatham Annex in Williamsburg, Virginia, while the primary place of performance is listed as Norco, California. The boats must be new from Original Equipment Manufacturers with standard commercial warranties, and the contractor must provide a phased delivery schedule with the first boat delivered at 330 days and subsequent boats delivered at specified intervals. The solicitation includes extensive technical documentation requirements and emphasizes that all equipment must meet or exceed the detailed performance specifications for these highly specialized naval vessels.
