About this file
This file is a Specification Response Matrix for a Marine Mammal Boat solicitation issued by the Department of the Navy Naval Sea Systems Command. The document requires detailed technical specifications for a 25-foot marine vessel, with offerors required to provide precise measurements and technical parameters including length overall (LOA), hull length, beam, weight, fuel capacity, speed, and performance characteristics. Key technical requirements include a vessel that can achieve cruise speeds over 30 knots, sprint speeds over 35 knots, a minimum range of 150 nautical miles, and specific transportation trailer dimensions (width and height under 120 and 162 inches respectively).
The solicitation (N6426725Q5027) is a combined synopsis/solicitation for commercial items, with an all-or-none requirement that mandates complete proposals. Offerors must submit electronic responses in PDF or MS Word format, be registered in SAM, and provide comprehensive technical documentation explaining how their proposed vessel meets or exceeds the specified parameters. The government will evaluate and award to the most advantageous responsible offeror, with the ability to reject incomplete or non-compliant submissions. Responses are to be submitted electronically, with no telephone requests permitted, emphasizing a structured and precise proposal process for this specialized marine vessel procurement.

SPECIFICATION RESPONSE MATRIX
NOTES & INSTRUCTIONS:
Offerors to submit Attachment 2 with response for parameters identified in the Specification (See Section J).
1. Where specific parameters or other technical information are required in the Specification (indicated by red text in the Specification), Offerors shall fill in the specific parameters/information for their proposed design for each boat configuration (as applicable) in this attachment and include supporting data in Vol I as directed. At bottom Offerors shall respond with 'Comply' to indicate their design meets all Specification requirements; or 'Comply w/Exceptions' to indicate disagreement with any specific section of the Specification.
2. A response of 'Comply w/Exceptions' shall be accompanied by amplifying notes in the 'Offeror's Notes' section at bottom, providing rationale for any exceptions. Each exception shall list the Specification section, the specific rationale for non-compliance with the section, and a proposed alternative approach. Any proposed alternative approach must meet the minimum requirement of the Specification to the Government's satisfaction. Description of Offeror's alternative approach shall include the detailed approach to achieving the minimum Specification requirement; applicable material specifications, make and model numbers for all parts/components; compliance with any requisite commercial or military standard, or associated “best practice”; and shall include any supporting product performance, test data, or other empirical evidence for the proposed product or service capability where applicable. The Government reserves the right to reject (without discussion) any proposed alternative which is incomplete or fails to meet minimum requirements of the Specification.
3. A response is required for each Specification section identified herein. The Government reserves the right to evaluate incomplete responses as non-compliant with the Specification and unacceptable for Factor 1 (Technical Approach).
