About this opportunity

The U.S. Embassy in Lisbon, Portugal, is seeking a contractor to rehabilitate the wood windows and doors in the "Manor House", a 17th-century historical building within the embassy compound. The Department of State intends to award a firm fixed-price contract to a specialized company capable of restoring and potentially replacing windows and doors while maintaining historical integrity. Interested parties must be registered in the System for Award Management (SAM) and possess appropriate Portuguese licensure for historic building restoration. The government will evaluate and award the contract to the responsible company submitting the lowest acceptable offer, potentially without further discussions. Key dates include a site visit on July 11, 2024, a deadline for questions by July 17, 2024, and a final quotation submission deadline of August 8, 2024, at 5:00 pm local time.

The solicitation is not set aside for any specific business category and is open to qualified contractors specializing in finish carpentry and historical building restoration. The project encompasses the rehabilitation of approximately 55 windows and doors, involving detailed work such as paint removal, wood preparation, hardware restoration, and glazing. While no specific incumbent contractor is mentioned, the contract requires expertise in preserving historical woodwork with strict quality assurance requirements. The place of performance is the U.S. Embassy compound in Lisbon, Portugal, with work to be conducted during normal business hours (07:30-17:00 Monday-Friday). The contractor will be required to provide a one-year workmanship guarantee, and the project will be overseen by the embassy's Contracting Officer's Representative (COR) to ensure adherence to detailed technical specifications.
